Parliament Question: Review of Shortage of Teachers in Government Schools

Mrs Ruchi Vira: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has reviewed the shortage of teachers, dilapidated infrastructure and falling academic results in Government Schools in Moradabad district of Uttar Pradesh, particularly in rural blocks such as Kundarki and Dingarpur; (b) if so, the details of teacher recruitment drives, schools upgradation, digital education support, remedial teaching programmes and academic monitoring measures taken in the said district; and (c) if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): Education is in the Concurrent List of the Constitution and an overwhelming majority of schools are under the administrative control of the respective State Governments and Union Territory Administrations. The Samagra Shiksha Scheme supports creation and strengthening of infrastructure and basic facilities in Government schools. The requirement of infrastructural facilities in schools is assessed annually by the respective States/UTs based on their needs and priorities and is reflected in their Annual Work Plan and Budget (AWP&B). These proposals are appraised and approved by the Project Approval Board (PAB) in consultation with the States/UTs in accordance with the programmatic and financial norms of the scheme. In addition, Samagra Shiksha also provides support for continuous academic support to schools and teachers through Block Resource Centres (BRCs), Urban Resource Centres (URCs) and Cluster Resource Centres (CRCs). As per the approvals under the Annual Work Plan and Budget (AWP&B) 2025–26 for the State of Uttar Pradesh under Samagra Shiksha, financial assistance has been approved for 557 dilapidated school buildings with a financial outlay of ₹10,595.06 lakh for repair, reconstruction or related interventions as per the norms of the scheme. Further, under Samagra Shiksha, an amount of ₹70,924.70 lakh has been recommended for ICT and Digital Initiatives in Uttar Pradesh for the financial year 2025-26, including support for smart classrooms, ICT laboratories and digital hardware and software in schools.Since an overwhelming majority of schools are under the administrative control of the respective State Governments and Union Territory Administrations, recruitment of teachers in Government schools is undertaken by the concerned States/UTs in accordance with their recruitment rules and procedures. The implementation of approvals under Samagra Shiksha in States/UTs, including Uttar Pradesh, is periodically reviewed by the Government through the inbuilt monitoring and evaluation mechanisms under the scheme. These mechanisms include analysis of data available on the Unified District Information System for Education Plus (UDISE+), appraisal of Annual Work Plans and Budgets, monitoring through the PRABANDH portal, findings of National Achievement Surveys (now conducted as PARAKH Rashtriya Sarvekshan), audit and social audit processes, periodic review meetings with senior officers of States/UTs, third-party monitoring, etc. Further, the Ministry of Education has issued an advisory dated 7 August 2025 to all States/UTs to ensure structural safety of school buildings by conducting safety audits to identify unsafe or dilapidated structures and to undertake repair, strengthening or demolition, as required. States/UTs have also been advised to prohibit the use of such buildings until they are certified safe, make temporary schooling arrangements where necessary, and ensure regular monitoring and compliance with structural safety norms.
