GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION RAJYA SABHA UNSTARRED QUESTION NO. : 1778 TO BE ANSWERED ON THE 9th March 2026 REVISION OF AIRPORT USER DEVELOPMENT FEES UDF AT AIRPORTS IN ODISHA 1778. SHRI NIRANJAN BISHI Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether there is any proposal to revise airport user development fees (UDF) at airports in the State of Odisha to make air travel more affordable; and (b) if so, the details thereof? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) & (b): No. Airports Economic Regulatory Authority of India (AERA) determines aeronautical charges, including the User Development Fees (UDF) for major airports in the country. Bhubaneswar airport in Odisha falls under the category of a major airport. AERA has determined the tariff for Bhubaneswar airport for a 5 year control period i.e. from 1 April, 2023 to 31 March, 2028. In respect of non-major airports including in the State of Odisha, aeronautical charges have been approved by the Ministry of Civil Aviation for the period 01.05.2023 to 31.03.2028. ******
