Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) whether any special financial flexibility has been granted to Himachal Pradesh to maintain its
highhealthexpenditure without increasing debt;
(b) if so, the detailsthereof;
(c) the details of central assistance that would be provided under the National Programme for
Prevention andControl of Cancer (NPCDCS)for itstimelyoperationalization of a cancercare centre
inHamirpur;and
(d) the specific measures being taken to strengthen PG seat capacity, introduce robotic surgeries
andensure high-endandspecialized care remainsinthe State?

(a) to (d): Public Health is a State subject, hence, the primary responsibility of providingbasic health
services to all the citizens of the country lies with respective State/UT Government. With the
objective of attainment of universal access to equitable, affordable and quality health care services,
the Ministry of Health & Family Welfare (MoHFW) is implementing National Health Mission
(NHM). Under NHM, Government of India provides technical and financial support to the
States/UTs for improvement in health infrastructure, availability of adequate human resources to
health facilities, to improve availability and accessibility to quality health care especially for the
underserved andmarginalized groups.
Release of funds under NHM is subject to compliance by States/UTs including the State of Himachal
Pradesh of the guidelines prescribed in this regard by Department of Expenditure, Ministry ofFinance.
The details of Central Release to the State of Himachal Pradesh under NHM and Pradhan Mantri
Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) from F.Y. 2022-23 to F.Y. 2024-25 is
asunder:

2) National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular
Diseases and Stroke (NPCDCS) is now renamed as National Programme-Non
Communicable Diseases (NP-NCD).
Under ‘Strengthening and up-gradation of Govt. Medical Colleges for Increase of PG seats’
Scheme, support has been provided for increase of 17 PG seats in IGMC, Shimla with an approved
cost of Rs.14.50 cr. The entire central share of Rs.11.04 cr. has been released to the Government of
HimachalPradesh.
