Shri Arun Bharti: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the current status of Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III) in Bihar including the total road length sanctioned and completed as of January 2026; (b) the details and number of PMGSY road and bridge projects currently underway in the Jamui Lok Sabha Constituency; (c) the details of any delays in these projects in Jamui due to forest clearances, land acquisition and contractor issues; (d) the total funds released to Bihar under PMGSY during the last two years and the utilization status thereof; and (e) the steps taken to ensure the post-construction maintenance of PMGSY roads, including the use of green technologies? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Under Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III), a total of 733 roads of 6,162 km & 709 bridges have been sanctioned to the State of Bihar at the Value of Projects of Rs. 7,121 crore, out of which, 631 roads of 5,411 km & 398 bridges have been completed till 31.01.2026. (b) & (c): As on 11.03.2026, a total of 9 roads of 18 km & 2 bridges sanctioned under PMGSY-I are pending in Jamui Lok Sabha Constituency in the State of Bihar. As per information received from the State Government of Bihar, 09 works (07 roads and 02 bridges) are pending in Jamui district under PMGSY-I due to forest clearance and land issues. The details of works pending in Jamui district under PMGSY-I due to forest clearance and land issues are given at Annexure-I. Page 1 of 3(d): During last two financial years, a total of Rs. 2,158.82 crore central share has been released under PMGSY to the State of Bihar & Rs. 4,128.64 crore expenditure (incuding the state share) has been incurred by the State. (e): In terms of the Rural Road Manual published by the Indian Road Congress(IRC), roads constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) are constructed with a design life of at least 10 years. As per PMGSY guidelines, maintenance of roads constructed under the programme is the responsibility of the State Governments. All PMGSY road works are covered by initial five-year maintenance contracts to be entered into along with the construction contract, with the same contractor, as per the Standard Bidding Document. Maintenance funds to service the contract are required to be budgeted by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate maintenance account. On expiry of this 5-year post-construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5-year maintenance, including renewal as per cycle, from time to time. As a measure of enhancing the focus on maintenance of roads during the defect liability period (five years from the date of completion of the road) and streamlining the delivery of routine maintenance of PMGSY roads, Electronic Maintenance of PMGSY roads (eMARG), has been implemented in all the States. Payment to the contractor is to be made through eMARG which is based on the existing condition of road, its cross drainage works and traffic assets. Further, States have entered into a Memorandum of Understanding with the Ministry of Rural Development, Government of India for providing adequate funds for the DLP and post DLP period. The utilization of maintenance funds is reviewed in meetings held with the States at various levels. The Ministry has brought out a new Technology Vision Document in 2022 for promoting green/ new technologies in PMGSY roads construction. The implementation of these technologies is based on Indian Road Congress (IRC) guidelines and evaluations undertaken by premier technical institutions in the country.
