ROBS/RUBS IN HOSHIARPUR

Will the Minister of RAILWAYS be pleased to state:
(a) the details of the current status of ROBs and RUBs in Hoshiarpur, Lok
Sabha Constituency;
(b) the current status of all the proposed railway lines in Hoshiarpur
including Hoshiarpur to Tanda for which survey has been completed;
(c) the current status of the proposed railway project from Talwara to
Mukeria and Punjab to Daulatpur;
(d) the current status of electrification of railway lines passing through
Hoshiarpur District; and
(e) the details of the manned and unmanned level crossings in Hoshiarpur
District?
ANSWER

(a) to (e): As on 01.04.2025, there are 16,499 Nos. of manned Level
Crossings (MLCs) on Indian Railways including 75 Nos. MLCs in Hoshiarpur
District. All Unmanned level crossings (UMLCs) on Broad Gauge (BG)
network of Indian Railways including in Hoshiarpur Lok Sabha
Constituency have been eliminated in 2019.
Level Crossings (LCs) are eliminated either by providing Road over
Bridges/ Road under Bridges (ROBs/ RUBs) in lieu of LCs or through direct
closure (for low traffic LCs) or by diversion of road traffic to nearby
ROB/RUB/LC depending upon the site conditions.
§No. of ROBs/ RUBs constructed on Indian Railways during the period
2004-14 vis a vis 2014-26 (Upto Jan’26) is as under:

As on 01.02.2026, 4,802 Nos. ROBs/ RUBs are sanctioned at a cost of ₹
1,14,196 Cr on Indian Railways including 120 Nos. Road Over Bridge
(ROB)/Road Under Bridge (RUB) at a cost of ₹ 1,848 Cr in Punjab which are
at various stages of planning and execution.
09 Nos. Road Over Bridge (ROB)/Road Under Bridge (RUB) works are
sanctioned at cost of ₹ 153 Cr in Hoshiarpur, Lok Sabha Constituency.

410/23-25 on Ludhiana- work for preparation of GAD has been
Amritsar section taken up.
6. LC No. C-43 at Km 29/8- The work for construction of RUB has
9 on Jalandhar- been sanctioned. Work is held up on
Hoshiarpur section account of law and order issues in
the area.
7. LC No. B2-50 at Km The work of construction of ROB was
37/7-8 on Jalandhar- sanctioned on cost sharing basis. The
Hoshiarpur section work is held up due to law and order
issues in the area.
8. LC No. A-47 at Km The work for construction of ROB has
34/12-13 on Jalandhar- been sanctioned. The work for
Hoshiarpur section preparation of GAD has been taken
up.
9. LC No. B/87 at Km The work for construction of RUB has
57/45-58/1 on been sanctioned. The work for
Jalandhar- Pathankot preparation of GAD has been taken
section up.
Sanctioning of works of Road over Bridge (ROB)/Road under Bridge
(RUB) in lieu of Level crossings (LCs) is a continuous and dynamic process
of Indian Railway. Such works are prioritised and taken up on the basis of
its impact on safety in train operations, mobility of trains & impact for road
users and feasibility etc.
Further, Railways have taken following measures to expedite the
progress of work:i. Joint survey with concerned State Govt./Road Owning Authority is
done before finalizing the General Arrangement Drawing (GAD) to
ensure smooth execution.
ii. Periodic meetings of Railway & State Government officials are done
to resolve various issues related to ROB/RUB works.
iii. Standardization of superstructure drawings for various combinations
of span, skewness and width of road on Railway portion has been
done to avoid delays during the design approval. This has been issued
in the form of compendium, which can be directly adopted for Road
Over Bridge across Railway lines for expeditious planning.
Hoshiarpur - Tanda Urmar connectivity:
Hoshiarpur and Tanda Urmar is already connected with railway network via
Jalandhar Cantt. However, for direct connectivity, final location survey
(FLS) of Tanda Urmar – Hoshiarpur new line (34 km) has been sanctioned.
Field survey has been completed and preparation of Detailed Project
Report (DPR) has been taken up.
After preparation of DPR, sanctioning of project requires consultation with
various stake-holders including State Governments and necessary
approvals viz. appraisal of NITI Aayog, Ministry of Finance etc. As
sanctioning of projects is a continuous and dynamic process, exact
timelines cannot be fixed.
Nangal Dam – Talwara – Mukerian New Line:
Nangal Dam – Daulatpur Chowk (60 km) section of Nangal Dam – Talwara -
Mukerian project has been commissioned. Works have been taken up in
Daulatpur Chowk – Mukerian (42 km). Section wise progress is as under:A. Daulatpur Chowk- Kartoli Punjab (10.5 km) : All Works completed.
B. Kartoli Punjab – Talwara (13.65 km) :

As on 01.04.2025, 09 projects (04 new line and 05 doubling) of total length
714 Km, costing ₹ 21,926 crore, falling fully/partly in the Punjab are in
different stages of planning/sanctioning/execution, out of which 115 Km
length has been commissioned and an expenditure of ₹ 8,079 crore has
been incurred upto March’ 2025. The summary is as under:-

Government of India is geared up to execute projects, however success
depends upon the support of Government of Punjab. For instance, details of
some major projects which are delayed due to land acquisition are as under:

Talwandi Sabo New Line
Firozpur-Patti New line (26 km) situated fully in Punjab is an important
project near the international border. Land for project was to be handedover free of cost for this project by State Govt. of Punjab. Total 166 Ha land
is to be acquired in the districts of Firozpur and Tarn Taran. Award for
entire land has been published in Mar’23. However, disbursement of award
has not been done by state govt. considering delay in execution of this
important border area project, Ministry of Railways has decided to take up
Firozpur-Patti New line (26 km) through its own funding.
Qadian-Beas (39.6 Km) New Rail Line Project was sanctioned in 2011-12 at
a cost of ₹ 205 crore. However, the project could not be taken forward due
to law and order issues. The project was then kept in abeyance. However,
considering importance of this project, it has been decided to take up the
work again.
Completion of Railway project/s depends on various factors which include
the following:
Land acquisition by State Government
Forest clearance
Shifting of infringing utilities
Statutory clearances from various authorities
Geological and topographical conditions of area
Law and order situation in the area of project site
Number of working months in a year for particular project site etc.
All these factors affect the completion time and cost of the project/s.
Electrification
Electrification of railway network on Indian Railways has been take up in
mission mode. So far, about 99.4% of Broad Gauge (BG) network has been
electrified. The electrification in remaining network has been taken up.
Electrification carried out during 2014-25 and before 2014 is as under:Period Route Kilometer

In Punjab, entire existing BG network has been electrified including that in
Hoshiarpur district. Further, all new line/multi-tracking projects are being
sanctioned and constructed with electrification.
