Parliament Question: Rural drinking water supply in Karnataka

GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF DRINKING WATER & SANITATION RAJYA SABHA UNSTARRED QUESTION NO. 4060 ANSWERED ON 30/03/2026 RURAL DRINKING WATER SUPPLY IN KARNATAKA 4060. SHRI JAGGESH: Will the Minister of JAL SHAKTI be pleased to state: (a) whether Government is monitoring the progress of Functional Household Tap Connections (FHTCs) being provided under the Jal Jeevan Mission (JJM) in rural areas of the State of Karnataka; (b) whether Government has reviewed the district-wise status of tap water supply coverage to rural households in the State under the JJM; (c) whether it is a fact that certain rural areas of districts in the State are yet to achieve full coverage and below the national average of household tap water connections under JJM; and (d) whether Government has formulated any strategy or timeline to achieve universal rural tap water connectivity in the State under JJM? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (d): Since August 2019, Government of India, in partnership with States including Karnataka, is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal to make provision of tap water supply to every rural household. Water is a state subject and therefore, the primary responsibility for planning and implementing piped water supply schemes to provide tap water to their households, lies with the respective State/UT. Government of India supplements the efforts of the States by providing technical and financial assistance under JJM. At the time of launching of JJM, only 24.51 lakh rural households (24.20%) of the State of Karnataka had tap water connections. Since then, about 63.46 lakh families living in rural areas have been provided with tap water connections in their homes and as on 25.03.2026, out of 1.01 crore rural households, 87.97 lakh (86.84%) households are having tap water connections in the State. This Department has developed Integrated Management Information System (IMIS) digital portal and mobile app for Jal Jeevan Mission (JJM) to strengthen transparency, data accuracy, Page 1 of 2and real-time review. Under JJM, the IMIS and online dashboards are functional at Panchayat, District Water and Sanitation Mission (DWSM), State Water and Sanitation Mission (SWSM) and National levels in all States/UTs including Karnataka. To ensure the authenticity of data on the IMIS portal, the Department has implemented a multi- layered verification mechanism. This includes mandatory Aadhaar seeding of beneficiaries, Geo-tagging of assets through Sujalam Bharat App, Uploading of pipelines on PM-GatiShakti Portal. The district-wise status of coverage of household tap water connections under JJM in Karnataka is in the public domain and may be accessed through below link: https://ejalshakti.gov.in/jjmreport/JJMState.aspx Union Cabinet had approved the implementation of the Jal Jeevan Mission for five years i.e. from 2019-20 to 2023-24. During this period, the States/UTs were to complete planning, approval, implementation of water supply schemes under the Mission. It had also been clarified to all States/UTs including Karnataka through various communication and review meetings that Central financial support under JJM may be made available for utilization during Mission period only and any additional liabilities shall be borne by States from their own resources.
