and livelihood opportunities to members of backward,
extremely backward and deprived communities including

(a): A total of 615 Rural Self-Employment Training Institutes
(RSETIs) are presently functioning across the country. In the State
of Tamil Nadu, 37 RSETIs are operational, one in each
district. State-wise details of RSETIs are enclosed at Annexure-I.

(b) & (c): The RSETIs have been effective in providing training and
livelihood opportunities to members of backward, extremely
backward, and deprived communities, including Scheduled Castes
(SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs),
State-wise including Tamil Nadu. State-wise details of the number
of beneficiaries from SC, ST, and OBC categories who have been
trained and settled under the RSETI scheme during the last three
years State-wise including Tamil Nadu are provided at Annexure-III,
Annexure-IV, and Annexure-V, respectively.
(d): RSETIs are bank-led, Ministry of Rural Development (MoRD)-
funded institutions established by Sponsor Banks in each district,
including in Tamil Nadu, to provide skill and entrepreneurship
development training to unemployed rural youth aged 18–50 years.
The Lead Bank in each district plays a central role in
establishing, managing, and operating the RSETI. It is responsible
for infrastructure, staffing, training delivery, post-training support
and coordination with State and district-level authorities.
The Ministry of Rural Development (MoRD) provides financial
support for infrastructure and training cost of rural poor youths,
monitors implementation and issues policy guidelines. The State
Governments, through SRLMs and District Administrations, support
land allocation, candidate mobilization and convergence with State-
level schemes.
(e): RSETI is a demand-driven scheme and therefore, funds are not
allocated State-wise. Under the scheme, funds are released on
reimbursement basis, as per the demands raised by the respective
States/UTs. State-wise details of funds released under the RSETI
scheme during the last three years and the current year, including
the State of Tamil Nadu, are provided at Annexure-VI.
