MS SAYANI GHOSH: Will the Minister of JAL SHAKTI be pleased to state: (a) the total Central outlay and actual expenditure incurred under the Jal Jeevan Mission (JJM) since its inception, year and State-wise; (b) whether the Government has stopped releasing funds to some States under the mission and if so, the details thereof along with the reasons therefor; (c) the number of rural water supply projects approved, completed and pending under this mission and the status of revised cost approvals for pending works; (d) whether the Government has set up any mechanism to verify cost escalations, bloated expenditure or inadmissible project components and if so, the nature of such audits and compliance protocols in place; and (e) the manner in which the Government is planning to ensure that all States and Union Territories complete the said mission within the new timeline despite the restriction on funding inadmissible costs and additional liabilities? ANSWER MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (e) Since August 2019, Government of India in partnership with States, is implementing centrally sponsored scheme Jal Jeevan Mission (JJM) – Har Ghar Jal to make provision of tap water supply to every rural household in all villages across the country. At the time of the launch, the Government also approved support for the States and UTs with a central outlay of ₹2,08,652 crore. The approved Central outlay has almost been utilized. State/ UT-wise and year-wise details of fund allocation, drawn and utilization reported under JJM are in public domain and are accessible through JJM-IMIS at: https://ejalshakti.gov.in/JJM/JJMReports/Financial/JJMRep_StatewiseAllocationReleaseExpenditure.aspx Page 1 of 2Drinking Water being a State subject, it is States, who plan, design, approve and implement drinking water supply schemes. Government of India supplements the efforts of the States by providing technical and financial assistance. Numerous projects are implemented concurrently at various levels across the States for achieving the envisaged objectives. As such, project-wise details of individual projects/ schemes for rural water supply projects are maintained at the State Government level. Moreover, as per Operational Guidelines of the implementation of the Mission, States decide about the expenses which are not eligible to be funded under the Central share of JJM, such as cost escalation, time and cost overrun, costs on account of centage/supervision charge, costs towards O&M, Land, creating infrastructure beyond the objective of the Mission, etc., and the same is to be borne by the State Governments from their own resources. States have also been advised to ensures that their accounts are audited by a Chartered Accountant empanelled by the Comptroller and Auditor General (CAG) within six months of the end of the financial year auditing/ verifying that the funds are being used in accordance with the provisions of extant guidelines. At the time of announcement of Jal Jeevan Mission, 3.23 Crore (17%) rural households were reported to have tap water connections. So far, as reported by States/ UTs as on 19.08.2025, more than 12.45 Crore additional rural households have been provided with tap water connections. Thus, as on 19.08.2025, out of 19.36 Crore rural households in the country, around 15.69 Crore (81.02%) households are reported to have tap water supply in their homes. To achieve 100 per cent coverage through continued implementation of mission with focus on quality of infrastructure and Operation & Maintenance of rural piped water supply schemes for long term sustainability and citizen centric water service delivery, Hon'ble Finance Minister during her budget speech 2025-26 has announced extension of Jal Jeevan Mission until 2028 with enhanced total outlay. Moreover, aiming at Structural Reforms for transforming the rural water supply sector from “Department based approach” to “service delivery approach” inter alia including ‘Source Sustenance’ signing of MoUs with States is also envisaged for sustainable and long-term operation & maintenance of rural piped water supply schemes through citizen centric service delivery. ***** Page 2 of 2
