Kamaljeet Sehrawat: Page 1 of 6Shri Satish Kumar Gautam: Shri Janardan Mishra: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and number of villages adopted under Saansad Adarsh Gram Yojana (SAGY) since inception till date, State, district and phase-wise including Karnataka and Dakshina Kannada district, Jharkhand, Chhattisgarh, Telangana and UT of Jammu and Kashmir; (b) the total number of Gram Panchayats developed as model villages under the said scheme and the criteria used to assess “model” status, State and district-wise including in above said places; (c) whether the Ministry has conducted any third-party evaluation of SAGY outcomes in terms of infrastructure, social indicators, livelihood generation and outcome under the scheme such as Pradhan Mantri Awas Yojana-Gramin (PMAY-G), Swachh Bharat Mission-Gramin (SBM-G) and Jal Jeevan Mission (JJM), State- wise; (d) if so, the details of the evaluation thereof, State-wise including in above said places; (e) the details of clusters approved under Shyama Prasad Mukherji Rurban Mission in Phase-I and Phase-II along with the number of Gram Panchayats and villages covered, State-wise; (f) the percentage of adopted villages that have achieved saturation in key schemes such as Pradhan Mantri Awas Yojana- Gramin (PMAY-G), Swachh Bharat Mission-Gramin (SBM-G) and Jal Jeevan Mission (JJM), State and district-wise; (g) whether any timeline has been fixed for universal saturation of adopted villages under all flagship schemes of the Ministry, and if so, the timeline thereof, State-wise; and (h) whether any villages in Bulandshahr district have been adopted under SAGY and if so, the present status of development works therein? Page 2 of 6ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Hon’ble Members of Parliament have identified 3,361 Gram Panchayats under Sansad Adarsh Gram Yojana (SAGY). The State wise and phase wise GPs selected under SAGY is at Annexure-I. (b): In order to convert identified Gram Panchayat (GP) into an Adarsh Gram a Village Development Plan (VDP) is prepared by a working group on the basis of needs prioritized by the people. The GP is considered as Adarsh Gram on completion of all the projects/activities planned under VDP. A total of 1868 Gram Panchayats adopted under SAGY had completed 100% projects / activities planned under their VDPs. (c) & (d): Under the SAGY Scheme, the projects and activities planned under VDP is decided by working group, cleared by the Gram Sabha and approved by District Level Committee. This Ministry has conducted impact assessment of SAGY and Non-SAGY Gram Panchayats to assess impact of the programme in upgradation of socio-economic condition and quality of life of all sections of the population. However, State-wise evaluation was not included in the scope of the study. (e): The objective of Shyama Prasad Mukherji Rurban Mission (SPMRM) is to stimulate local economic development enhanced basis services and create well plan Rurban Clusters. The state wise and phase wise details of clusters approved under SPMRM at Annexure- II. (f) & (g): Under SAGY Scheme, projects and activities are planned under VDP on the basis of the needs prioritized by the people. Hence, monitoring of saturation of any specific scheme is not emphasized under SAGY. (h): A total of 9 GPs have been adopted under SAGY in Bulandshahr District.
