GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT RAJYA SABHA UNSTARRED QUESTION NO. 4434 TO BE ANSWERED ON 02.04.2026 SAFETY MEASURES FOR WORKERS 4434. # DR. SANDEEP KUMAR PATHAK: Will the Minister of Labour and Employment be pleased to state: (a) the number of accidents that occurred in factories during the last three years, Statewise and year-wise including the number of persons dead and injured; (b) the primary causes of such accidents and the details of industries with highest number of such incidents; (c) the details regarding inspections conducted, cases registered and penalties collected for ensuring compliance with factory safety standards; and (d) the details of compensation provided to the families of the affected workers and the steps taken to improve safety? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (d): The Central Government has enacted the Occupational Safety, Health and Working Conditions (OSH&WC) Code 2020, came into force on 21.11.2025, to regulate the occupational safety, health and working conditions of the persons employed in establishments. The provisions of OSH & WC Code 2020 and rules, regulations and standards framed thereunder are implemented by the appropriate government. In case of factories, States are the appropriate government. The OSH&WC Code 2020 empowers the appropriate Government to appoint Inspector-cum-Facilitators and frame randomized web-based inspection system. Directorate General Factory Advice Service and Labour Institutes (DGFASLI), an attached office of Ministry of Labour & Employment collects the details of number of inspections conducted, prosecutions and convictions under the provisions of the Factories Act, 1948 (now subsumed under the OSH&WC Code, 2020), fatal and Contd..2/-::2:: non-fatal injuries, compensation provided, etc. from the State / UTs. The primary cause of accidents is fire, explosion, persons falling, stepping on or striking against objects, etc. The details of accidents and fatalities in case of factories during 2022 to 2024 is at Annexure-I. The details of no. of inspections, prosecutions and convictions under Factories Act 1948 (now subsumed in OSH & WC Code 2020) during 2022 to 2024 are at Annexure-II and Annexure-III respectively.
