GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS RAJYA SABHA UNSTARRED QUESTION NO - 590 ANSWERED ON - 04/02/2026 SAFETY MEASURES ON NATIONAL HIGHWAYS IN ANDHRA PRADESH 590. SHRI SANA SATHISH BABU: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether Government has conducted any survey or study during the last five years to assess accident-prone zones on National Highways; (b) if so, the details of such identified stretches across the country, particularly in Kakinada district, Andhra Pradesh; (c) the safety measures undertaken to address these accident-prone areas; and (d) the amount of funds allocated and utilised for safety interventions on National Highways in Andhra Pradesh? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Government in the Ministry of Road Transport & Highways identifies certain locations on National Highways (NHs) as black spots based on occurrence of certain number of accidents involving fatalities and grievous injuries, depending on the accident reports received from the concerned State Governments. (b) 16,542 number of blackspots have been identified in the country. Out of these, 16 number of blackspots have been identified in Kakinada district of Andhra Pradesh. (c) Rectification of black spots is a continuous process and temporary measures are taken on immediate basis. Short-term measures includes road markings, signages, crash barriers, road studs, delineators, closure of unauthorized median openings, traffic calming measures, etc. Long term rectification works includes improvement of road geometrics, junction improvements, spot widening of carriageway, construction of underpasses/overpasses, etc. which involve pre-construction activities such as land acquisition, forest clearance & utility shifting which takes significant time.
