SAFETY PROTOCOLS AT MUMBAI AIRPORT

Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) whether the Government is aware that the GVK–Taj Hotel, adjacent to the Santacruz
Domestic Terminal-1, Mumbai is frequently used for non-passenger activities such as
marriage functions, film shoots, exhibitions, fairs and large-scale public gatherings which
obstruct fire exits, emergency access and passenger movement thereby compromising safety
protocols in this sensitive airport zone and if so, the details thereof;
(b) whether unauthorized third-party/sister companies not covered under the AAI–GVK
contract have been leasing parts of the hotel premises resulting in substantial revenue losses
to the Airports Authority of India (AAI) and if so, the details thereof;
(c) the progress and findings of the review of contractual agreements between AAI and
MIAL (GVK), especially in light of the CAG and PAC reports highlighting alleged illegal
contracts and violations; and
(d) the timeline fixed along with the details of audits, investigations and enforcement
measures planned to restore security and operational integrity of these airport-adjacent
facilities?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar

(a): As per Operation, Management and Development Agreement (OMDA) signed between
Airports Authority of India (AAI) and Mumbai International Airport Limited (MIAL),
Chhatrapati Shivaji Maharaj International Airport (CSMIA), Mumbai is operated managed
and developed by MIAL. ;

As per the provisions of OMDA, MIAL is permitted to set up and operate hotels within the
Airport Site, itself or through sub-lessees or sub-contractors. MIAL has informed that
pursuant to the OMDA provisions, it has awarded the contract for construction and operation
of hotel building at Terminal 1C to Green Woods Palaces & Resorts Private Limited. ;

The airport operator has further informed that as a part of hotel operations, its premises is
also being used for hosting events/activities within its premises as a part of traditional
ancillary uses of hotel operation. At all times, all safety protocols (including fire compliance)
as required under the OMDA and applicable laws are adhere to in coordination with security
agencies. ;(b): MIAL receives revenue share/minimum monthly guarantee in accordance with the terms
of the agreement with the lessee. Further, AAI receives applicable revenue share from MIAL
as per the provisions of OMDA.

(c) & (d): In respect of Implementation of Public-Private Partnership Project at CSMIA,
Mumbai, Comptroller & Auditor General (C&AG) had prepared 15th Report of 2014. This
Audit Report was taken up by the Public Accounts Committee (PAC) for examination,
wherein Ministry of Civil Aviation (MoCA) made its submissions before the Committee on
all the issues flagged by C&AG including the matter relating to Taj Hotel.

Based on the submissions of MoCA, the Committee prepared its Forty-Sixth Report (16th
Lok Sabha) and made recommendations for future such projects. Subsequently, the
Committee prepared and laid its 127th Report on the Action Taken by Government on the
Observations/Recommendations contained in their 46th Report, wherein based on the Action
Taken Report (ATR) given by MoCA, no further observation relating to Taj Hotel at
Terminal 1C, Mumbai airport was raised by the Committee.
