(a) the objectives of the Samagra Shiksha Ekikrit Yojana for school education;
(b) whether the 'Sarva Shiksha Abhiyan' and 'Rashtriya Madhyamik Shiksha Abhiyan (RMSA), have
been included under the said scheme, if so, the details thereof; and
(c) the details of the funds made available for strengthening education and training programme-wise in
Supaul and Madhepura district in Bihar and under the Samagra Shiksha Ekikrit Yojana during the last
two years and the current year?

(a) to (c): The Department of School Education and Literacy is implementing an integrated Centrally
Sponsored Scheme for School Education- Samagra Shiksha since 2018-19. It subsumes the three
erstwhile Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
and Teacher Education (TE). The scheme has been aligned with the recommendations of the National
Education Policy, 2020 with the aim to ensure that all children have access to quality education with an
equitable and inclusive classroom environment.
The major objectives of the Scheme are: (i) Support States and UTs in implementing the
recommendations of the National Education Policy 2020 (NEP 2020); (ii) Support States in
implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009; (iii) Focus on
Early Childhood Care and Education; (iv) Emphasis on Foundational Literacy and Numeracy; (v)
Thrust on Holistic, Integrated, Inclusive and activity based Curriculum and Pedagogy to impart 21st
century skills among the students; (vi) Provision of quality education and enhancing learning outcomes
of students; (vii) Bridging Social and Gender Gaps in School Education; (viii) Ensuring equity and

Project Approval Board (PAB) in the Department of School Education & Literacy in consultation
with the States and UTs as per the programmatic and financial norms of the scheme, and physical
and financial progress of the State for the interventions approved earlier. Further, financial
assistance is provided to the States and UTs and not district-wise or intervention-wise. The central
share approved by the Project Approval Board for release to the state of Bihar including districts
of Supaul and Madhepura which includes strengthening of education and training programme for
the year 2023-24, 2024-25 & 2025-26 is ₹ 4991.23 crore, ₹ 4991.23 crore and ₹ 5984.34 crore
respectively.
