Parliament Question: Sanction of Central School and Navodaya Vidyalayas in Haryana

Shri Dharambir Singh: Will the Minister of EDUCATION be pleased to state: (a) whether the Government proposes to sanction a Central School/Navodaya Vidyalaya/Skill Development Centre in Charkhi Dadri, Bhiwani, Mahendragarh and Nuh District in Haryana to strengthen higher and technical education access; and (b) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) & (b): The Navodaya Vidyalaya Scheme envisages for opening of one Navodaya Vidyalaya (NV) in each district of the country. Opening of new NVs is a continuous process which depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. Sanction and opening of new NVs depends on approval by the competent authority as per extant procedures. As per information received from Navodaya Vidyalaya Samiti (NVS), presently, 21 NVs are functional in the State of Haryana including one NV each in Bhiwani, Mahendragarh & Nuh districts. Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations, with commitment to provide requisite resources including land and temporary accommodation for setting up a new KV as per norms. As per information received from Kendriya Vidyalaya Sangathan (KVS), presently, 35 KVs are functional in the State of Haryana including one KV each in Bhiwani and Mahendragarh districts. The Govt. of India has recently sanctioned 57 new Kendriya Vidyalaya across the country including one KV in District Nuh, Haryana in October, 2025. KVs are not opened on the criteria of State/UT/Parliamentary Constituency/district.As per the information received from Ministry of Skill Development and Entrepreneurship (MSDE), under the Government of India’s Skill India Mission (SIM) , the MSDE delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) scheme, National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. Further, the schemes of MSDE are demand driven and the Training Centres are set up or engaged on need basis. *****
