(a) whether the Government has made scheme-wise allocations and incurred expenditure under the
National Health Mission (NHM) in Odisha during the last three years, including major components
such as Reproductive Maternal Newborn Child and Adolescent Health (RMNCH+A), disease control
programmes, healthinfrastructure andhumanresources andif so, the details thereof;
(b) whether NHM funds have been utilised in Kandhamal Lok Sabha Parliamentary Constituency,
particularly in tribal and remote areas and if so, the expenditure incurred during the last three years,
scheme-wise;
(c) whether NHM interventions have resulted in improvements in key health indicators in Odisha
andif so,the detailsthereof;and
(d) whether budgetary provisions have been made in the upcoming Union Budget for NHM in
Odisha, including Kandhamal, to further strengthen public healthcare delivery and if so, the details

(a) to (d): Public Health is a State subject, hence, the primary responsibility of providing basic health
services toall the citizens of the country lieswith respective State/UTGovernment. With the objective
of attainment of universal access to equitable, affordable and quality health care services, the Ministry
of Health & Family Welfare (MoHFW) is implementing National Health Mission (NHM). Under
NHM, Government of India provides technical and financial support to the States/UTs including tribal
and remote areas for improvement in health infrastructure, availability of adequate human resources to
health facilities, to improve availability and accessibility to quality health care especially for the
underserved andmarginalized groups.As per DoE OM dated 23.12.2021, all pools and programs have been merged under “Flexible Pool for
RCH & Health System Strengthening, National Health Programme and Urban Health Mission” from
the FY2022-23 onwards. Under NHM, funds are releasedtoStates/UTs underFlexible Poolona lump
sum basis to provide greater flexibility to States/UTs to utilize the funds as per their felt need and
priorities.
The proposals from State/UT Governments are received in the form of Programme Implementation
Plans (PIPs) under NHM and Government of India provides approval for the proposals in the form of
Recordof Proceedings(RoPs) aspernorms& availableresources.
