Parliament Question: Scheme-wise Expenditure under National Health Mission in Odisha

GOVERNMENT OFINDIA MINISTRYOFHEALTHAND FAMILYWELFARE DEPARTMENT OFHEALTHAND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 2481 TO BE ANSWERED ON13TH FEBRUARY,2026 SCHEME-WISEEXPENDITURE UNDERNATIONALHEALTH MISSIONIN ODISHA 2481.SHRISUKANTAKUMAR PANIGRAHI: Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate: (a) whether the Government has made scheme-wise allocations and incurred expenditure under the National Health Mission (NHM) in Odisha during the last three years, including major components such as Reproductive Maternal Newborn Child and Adolescent Health (RMNCH+A), disease control programmes, healthinfrastructure andhumanresources andif so, the details thereof; (b) whether NHM funds have been utilised in Kandhamal Lok Sabha Parliamentary Constituency, particularly in tribal and remote areas and if so, the expenditure incurred during the last three years, scheme-wise; (c) whether NHM interventions have resulted in improvements in key health indicators in Odisha andif so,the detailsthereof;and (d) whether budgetary provisions have been made in the upcoming Union Budget for NHM in Odisha, including Kandhamal, to further strengthen public healthcare delivery and if so, the details thereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): Public Health is a State subject, hence, the primary responsibility of providing basic health services toall the citizens of the country lieswith respective State/UTGovernment. With the objective of attainment of universal access to equitable, affordable and quality health care services, the Ministry of Health & Family Welfare (MoHFW) is implementing National Health Mission (NHM). Under NHM, Government of India provides technical and financial support to the States/UTs including tribal and remote areas for improvement in health infrastructure, availability of adequate human resources to health facilities, to improve availability and accessibility to quality health care especially for the underserved andmarginalized groups.As per DoE OM dated 23.12.2021, all pools and programs have been merged under “Flexible Pool for RCH & Health System Strengthening, National Health Programme and Urban Health Mission” from the FY2022-23 onwards. Under NHM, funds are releasedtoStates/UTs underFlexible Poolona lump sum basis to provide greater flexibility to States/UTs to utilize the funds as per their felt need and priorities. The proposals from State/UT Governments are received in the form of Programme Implementation Plans (PIPs) under NHM and Government of India provides approval for the proposals in the form of Recordof Proceedings(RoPs) aspernorms& availableresources. The details of Central Release for the State of Odisha from F.Y. 2022-23 to F.Y. 2024-25 under NHM isasunder: (Rs. inCr.) F.Y CentralRelease 2022-23 1,284.69 2023-24 1,901.77 2024-25 1,916.79 Note: 1) The above releases relate to Central Govt. Grants & do not include State share contribution. Furthermore, for the F.Y. 2026-27, a budget provision of Rs.39,390.00 crore has been allocated under NHM andRs.4,200.00 crore underPM-ABHIM, for allthe States/UTs, includingOdisha. As per the information received from the State Govt. of Odisha, the scheme-wise expenditure in Kandhamal District underNHM for the F.Y. 2022-23, 2023-24, and2024-25 isat Annexure. The status of keyhealthindicators isasbelow:  The percentage of institutional deliveries of the State has also increased from 35.6 in 2005-06 to92.2% in2019-21 which isagainbetter thannationalaverage of 88.6%. (Source:NFHS).  The State of Odisha reported IMR with 45 points decline from 75 in 2005 to 30 in 2023 for IMR.(Source: SRS).  The Maternal Mortality Ratio of Odisha has reduced from 258 in 2007-09 to 153 in 2021-23.
