Dr. Kadiyam Kavya: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the details of new schemes planned for youth empowerment in Telangana, focusing on Warangal; and (b) the initiatives taken by the Government for skill development, employment, and entrepreneurship for youth? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA) (a) The Ministry of Youth Affairs & Sports implements various Schemes to promote the youth programmes and sports throughout lndia. These programmes are not State/UT specific. The schemes under the Department of Youth Affairs are: (i) Rashtriya Yuva Sashaktikaran Karyakram (RYSK) is an umbrella scheme under which the following 7 sub-schemes have been merged: 1. Nehru Yuva Kendra Sangathan. 2. National Youth Corps. 3. National Programme for Youth and Adolescent Development. 4. International Cooperation. 5. Youth Hostels.6. Assistance to Scouting and Guiding Organisations. 7. National Young Leaders Programme. (ii) National Service Scheme (NSS) (iii) Rajiv Gandhi National Institute of Youth Development (RGNIYD) (iv) Mera Yuva Bharat (MY Bharat)- In 2023, an overarching enabling mechanism namely Mera Yuva Bharat (MY Bharat), an autonomous body under the Department of Youth Affairs has been established, which is powered by technology, for youth development and youth led development through ‘Kartavya Bodh’ and ‘Seva Bhaav’, during the Amrit Kaal. This mechanism would provide equitable access to opportunities for youth to actualize their aspirations and build an Amrit Bharat by 2047. Under Mera Yuva Bharat Annual Action Plan 2025-26, the following programmes have been planned for youth empowerment in Telangana including Warangal district: 1.Ek Ped Maa Ke Naam Campaign 2.Workshop on Flagship Schemes 3.Observance of Days of National and International Importance 4.Cluster of Block Level Sports Meet 5.District Level Sports Meet 6.Distribution of Sports Material to active Youth Clubs 7.Viksit Bharat – Yuva Utsav 8.MY Bharat Yuva Mandal Vikas Abhiyan 9.MY Bharat Yuva Mandal Samvaad 10.Swachhata Hi Seva Campaign 11.Future Youth Leaders’ Bootcamp 12.Vocational Training – Skills for success The schemes under the Department of Sports to promote Sports are as under:(i) The Khelo India Scheme was launched on 14th October 2017, with a view to achieve the twin objectives of mass participation and promotion of excellence in sports. The Khelo India Scheme comprises of the following 5 components: · Creation and upgradation of Sports Infrastructure · Sports Competitions and Talent Development · Khelo India Centres (KICs) & Sports Academies · Fit India Movement · Promotion of Inclusiveness through Sports In addition, various events to promote Sports in the country such as Annual Sports Competitions, events like marathons, cyclothons, and the Fit India Freedom Run under the Fit India Movement and Sports and various Khelo India Women’s League under Sports for Women initiative are conducted. (b) Ministry of Youth Affairs & Sports introduced MY Bharat Portal for empowering the youth in Telangana for creating Experiential Learning Programmes (ELP) to generate entrepreneurship, skill development for the Youth in the age group of 18-29 years. It is covered in the state of Telangana in Postal, Jan Aushadi Kendra, Cyber security areas. The programme Vocational Training – Skills for success planned as part of Annual Action Plan 2025-26 aims at enhancing the self-esteem of youth in the society as well as guide them to take up Skill Development Training. There would be emphasis on making the young women and men aware of and handholding for higher level of Soft Skills, Communication Skills and Life Skills so that they gradually become meaningfully employed or self-employed. RGNIYD conducts training every year in life skills, leadership, and capacity building, along with academic programmes and placement drives.Further, Employment generation coupled with improving employability of the youth is a priority of the Government. Accordingly, Government is implementing various employment generation schemes/ programmes. These inter-alia include Prime Minister's Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY- NULM), Pradhan Mantri Mudra Yojana (PMMY), etc. The details of various employment generation schemes/programmes being implemented by the Government may be seen at https://dge.gov.in/dge/schemes_programmes. Government is implementing Skill India Mission (SIM) to deliver skill, re-skill and up-skill training through an extensive network of skill development centres/ schools/ colleges /institutes etc. under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs). The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. Further, Government announced in the Budget 2024-25, Prime Minister’s package of 5 schemes and initiatives to facilitate employment, skilling and other opportunities for 4.1 crore youth over a 5- year period with a central outlay of ₹ 2 lakh crores. Further, Ministry of Labour and Employment, Government of India, is running the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.nes.gov. in].The ASPIRE scheme (A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship) by Ministry of Micro Small and Medium Entrepreneurship aims to create employment opportunities in agro- Sector by establishing a network of Livelihood Business Incubators (LBI) by imparting various skill development programs to the rural youth, women and the unemployed. *****
