Parliament Question: Schemes to Enhance Farmers' Income

ALOK KUMAR SUMAN: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the details of Central schemes being implemented to enhance farmers' income; (b) the funds released to the State of Bihar under major agricultural schemes during the last three years; (c) the measures taken to promote climate-resilient agriculture; (d) whether the Government proposes to establish additional agricultural research facilities in the State of Bihar; and (e) the steps taken to improve agricultural marketing infrastructure? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAM NATH THAKUR) (a) & (b): Government of India is implementing a comprehensive range of Central Sector and Centrally Sponsored Schemes and programmes aimed at increasing farmers’ income across all States/UTs, encompassing entire spectrum of agriculture, including credit, insurance, income support, infrastructure, crops (including horticulture), seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension, procurement of crops and digital agriculture. The list of agriculture related schemes implemented by Department of Agriculture & Farmers’ Welfare (DA&FW) in the country including the State of Bihar is placed at Annexure-I. The details of the funds released to the State of Bihar under major agricultural schemes during the last three years is placed at Annexure II. (c): Government is promoting climate-resilient agriculture through various schemes and programmes. Under the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), interventions such as Rainfed Area Development (RAD), Per Drop More Crop (PDMC), Soil Health & Fertility (SH&F), Crop Diversification Programme (CDP), Paramparagat Krishi Vikas Yojana (PKVY) and the National Mission on Natural Farming (NMNF) are being implemented to promote efficient water use, improve soil health, crop diversification, promote natural/organic farming and support sustainable farming practices. The Pradhan Mantri Fasal Bima Yojana (PMFBY) provides financial support to farmers against crop losses due to natural calamities. The Sub-Mission on Agricultural Mechanization (SMAM) promotes resource conservation technologies. Further, ICAR, through the National Innovations in Climate Resilient Agriculture (NICRA) conducts research & development activities on the development of climate resilient technologies and drought resistant varieties. (d): In 2026-27, an allocation of Rs 6.69 cr. has been approved for Bihar under PM- RKVY for strengthening agricultural research through the establishment of a Pulse Production Park, varietal development of hybrid maize, propagation of the Dudhia Maldah mango variety, development of climate-resilient cropping systems, and establishment of an Advanced Centre for Medicinal and Aromatic Plants to produce quality planting material for farmers.(e): The Government of India supports the development of agricultural value addition, post-harvest management, storage and marketing infrastructure through various schemes and programmes. The Integrated Scheme for Agricultural Marketing (ISAM), including the Agricultural Marketing Infrastructure (AMI) component, supports the establishment and modernization of agricultural marketing infrastructure. The National Agriculture Market (e-NAM) facilitates transparent, efficient and competitive marketing by providing farmers with access to a unified online trading platform across regulated markets. Under the Mission for Integrated Development of Horticulture (MIDH), assistance is provided for the creation of post-harvest management infrastructure, including pack houses, ripening chambers, cold storage and refrigerated transport for horticultural produce. Under Agriculture Infrastructure Fund (AIF), financial assistance is provided for the creation of post-harvest management infrastructure such as warehouses, cold storage facilities, grading and sorting units, assaying laboratories, primary processing centres, pack houses and other community farming assets. In addition, under the Pradhan Mantri -Rashtriya Krishi Vikas Yojana (PM-RKVY), financial assistance is available to States for undertaking State-specific projects aimed at strengthening agricultural value chains, post- harvest management, processing, storage and market linkages, based on local priorities and requirements. Under PM-RKVY for the year 2026–27, a total outlay of ₹688.75 crore has been approved for the State, comprising a Central Share of ₹413.25 crore and a State Share of ₹275.50 crore. The approved outlay includes ₹215.47 crore for the PM-RKVY DPR, ₹104.16 crore for the Per Drop More Crop (PDMC) component, ₹0.96 crore for Agroforestry, ₹12.68 crore for SH&F, ₹246.00 crore for the Sub-Mission on Agricultural Mechanization (SMAM), and ₹30.60 crore for the Paramparagat Krishi Vikas Yojana (PKVY).ANNEXURE I List of schemes implemented by Department of Agriculture & Farmers Welfare (DA&FW) to support States/UTs. 1.
