(a) whether the Government has formulated any specific schemes to promote hill and
terrace farming in Karbi Anglong and Dima Hasao districts of Assam;
(b) if so, the details thereof; and
(c) whether any steps have been taken to improve irrigation and soil conservation
measures in these hill districts?

(a) & (b): Agriculture is a state subject. The Government of India implements a
comprehensive range of Central Sector as well as Centrally Sponsored Schemes for
welfare of farmers across States and UTs, including Assam. These schemes cover all
types of terrains and encompass entire spectrum of agriculture including credit, insurance,
income support, infrastructure, crops including horticulture, seeds, mechanization,
marketing, organic and natural farming, farmer collectives, irrigation, extension,
procurement of crops from farmers at minimum support prices and digital agriculture. The
list of the schemes implemented by the Government to support States in agriculture is
annexed.
(c): The Per Drop More Crop (PDMC) scheme focuses on enhancing water use
efficiency at farm level through Micro Irrigation, namely, Drip and Sprinkler Irrigation
systems. Financial assistance is provided to farmers for installation of micro irrigation
systems @ 55% and 45% of the unit cost to small & marginal farmers and other farmers
respectively under the Scheme. For larger adoption of Micro Irrigation systems by the
farmers under PDMC scheme, 25% higher unit cost have been taken into calculation of
subsidy for the North Eastern States. From 2015-16 to 2025-26 (till date), an area of 60778
ha has been covered under Micro Irrigation in the State of Assam through PDMC Scheme,
which includes 1912 ha & 125 ha of Micro Irrigation area in Karbi Anglong and Dima Hasao
