SCHEMES TO PROMOTE USE OF BIO-FERTILIZERS

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) the details of the scheme proposed by Government to promote the use of bio-fertilizers in the
country, in place of Urea, Diesel Exhaust Fluid (DEF) and other fertilizers;
(b) the State-wise details of the steps being taken by Government to provide financial assistance
and training to the farmers in order to promote organic farming particularly in Tamil Nadu, district-
wise;
(c) the details of the scheme of Government to procure the foodgrains produced by the farmers
through organic farming; and
(d) the details of the scheme of Government to promote organic farming?

(a) & (d): Organic farming is promoted through Paramparagat Krishi Vikas Yojana (PKVY) in all
the States/UTs except North Eastern States, and through Mission Organic Value Chain
Development for North Eastern Region (MOVCDNER) for the North Eastern States. Organic
farming is a production system that promotes the health of the agro-ecosystem, including
biodiversity, biological cycles, and soil biological activity through the use of organic manure and
bio fertilizers. Both schemes stress on end-to-end support to farmers engaged in organic farming
i.e. from production to processing, certification and marketing. Primary focus of the schemes is to
form organic clusters, with preference to small and marginal farmers, to create a supply chain.
Both the schemes are implemented through States /UT Governments. Under PKVY, assistance of
Rs. 31,500 per ha in 3 years is provided for promotion of organic farming. Out of this, assistance
of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for on- farm /off farm
organic inputs. Under MOVCDNER, assistance of Rs. 46,500/ha in 3 years is provided for
creation of Farmers Producer Organization, support to farmers for organic inputs etc. Out of this,
assistance @ Rs. 32500/ ha is provided to farmers for off-farm /on-farm organic inputs under the
scheme including Rs. 15,000 as Direct Benefit Transfer to the farmers.(b): The PKVY and MOVCDNER schemes provide financial support to the states for supporting
farmers to take up organic farming which also includes training of farmers. Since 2015-16,
₹2494.29 crore (central share) has been released to States including the State of Tamil Nadu under
PKVY and ₹1460.14 crore (central share) has been released to North Eastern States under
MOVCDNER. The details of funds released is at Annexure-I. Training on reduction of chemical
fertilizers and promotion of organic farming in Tami Nadu has been conducted through Chief
Minister's Mannuyir Kaathu Mannuyir Kaappom Scheme (CMMKMKS).
(c): The Government adopts policy of procurement for foodgrains which is implemented by
Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public
Distribution, with broad objectives of ensuring Minimum Support Price (MSP) to the farmers and
availability of food to the weaker sections. Also Price Support Scheme (PSS) under Pradhan
Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) provides for procurement of pulses,
oilseeds and copra at Minimum Support Scheme (MSP) is being implemented across the country.
However, there is no separate procurement programme for foodgrains produced by the farmers
through organic farming.Annexure-I.
