Kamlesh Jangde: Shri Shivmangal Singh Tomar: Shri Lavu Sri Krishna Devarayalu: Shri Mahesh Kashyap: Will the Minister of EDUCATION be pleased to state: (a) the total number and amount of scholarships processed and disbursed through the National Scholarship Portal (NSP) during the last three years, scheme/category/State-wise, particularly in the States of Jharkhand, Rajasthan, Chhattisgarh, Andhra Pradesh, Maharashtra, Uttar Pradesh, Gujarat and Bengaluru in Karnataka, including the Parliamentary Constituencies of Shahdol, North-East Delhi, Bharatpur, Pali, Dahod and Bastar and the districts of Palghar, Akola, Washim, Palnadu and Bulandshahr; (b) whether it is a fact that students in remote and tribal areas of Bastar division are facing difficulties in getting scholarships due to lack of technical infrastructure, banking facilities and digital literacy, if so, the special measures taken by the Government in this regard; (c) the measures taken by the Government to ensure timely Direct Benefit Transfer (DBT) to eligible beneficiaries and to prevent duplication or fraudulent claims through digital verification mechanisms, especially in Karnataka and Chhattisgarh; (d) whether any technological upgrades, grievance redressal mechanisms or facilitation centres have been introduced to improve transparency and efficiency of scholarship delivery through NSP, if so, the details thereof particularly Karnataka; (e) the steps taken to enhance awareness and outreach among Economically Weaker Sections (EWS) to improve access to various scholarship schemes available on NSP, particularly inurban low-income areas such as North-East Delhi and Bharatpur Parliamentary Constituencies and districts of Bulandshahr, Palnadu, Jalore, Sirohi and Bengaluru in Karnataka; and (f) the details of the Government plan to increase and to give priority on scholarships through the NSP in the tribal district of Palghar in Maharashtra? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (f) The National Scholarship Portal (NSP) is maintained by the National Informatics Centre (NIC) under the Ministry of Electronics and Information Technology (MeITY). The NSP is one-stop solution through which various services starting from student application, application receipt, processing, sanction and disbursal of various scholarships to Students are enabled. As per the information provided by the NSP, the total number and amount of scholarships of post matric and higher education processed and disbursed through the NSP during the last three years, scheme/category/State/District-wise, particularly in the States of Jharkhand, Rajasthan, Chhattisgarh, Andhra Pradesh, Maharashtra, Uttar Pradesh, Gujarat; Bengaluru in Karnataka; districts in the Parliamentary Constituencies of Shahdol, North-East Delhi, Bharatpur, Pali, Dahod and Bastar and the districts of Palghar, Akola, Washim, Palnadu and Bulandshahr may be accessed at https://www.education.gov.in/parl_ques . In order to ease off the difficulties being faced by the students in remote areas, the NSP is integrated with Common Services Centre (CSC) which facilitates students by providing option to do face authentication and submit the application form. To ensure timely Direct Benefit Transfer (DBT) to eligible beneficiaries, the scholarship amount is credited to the Aadhaar seeded bank account of the beneficiaries and the Aadhaar seeding status can be checked by the students at the time of NSP registration. Further, the NSP runs de-duplication process to identify cases where more than one scholarship application has been submitted by the same student in an Academic year. To improve transparency and efficiency in scholarship delivery, the National Scholarship Portal (NSP) has been integrated with the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). Applicants can file grievances on NSP using their OTR number or registered mobile number through OTP authentication, and track the status through the system. NSP also manages and coordinates with the call centre and help desk which handle issues related to registration, application, verification, and portal usage.To enhance awareness and outreach among students to improve access to various scholarship schemes available on NSP, the National Scholarship Portal (NSP) conducts open sessions wherein the NSP team provides guidance on registration, application submission, and verification procedures. NSP also actively responds to queries related to technical issues, process-related challenges, and policy-related clarifications. ***
