Will the Ministerof HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a)whether the Government isaware of reportedinstancesof food safety violationsby certain
restaurants, hotelsandmulti-national fast-food chains, includinguse of rotten/sub-standard
ingredients and cooking oil with Total Polar Compounds (TPC) exceeding the prescribed limit
of 25percentinthe country, particularlyinRajasthan andif so, the detailsthereof,State-wise;
(b) whether such violationshave been reportedfrom variousStatesandare not limited to
isolated cases andif so, the details thereofincludingthe numberof inspections, seizures and
prosecutions carriedout during the last three years, particularlyinJaipur andDausa districts,
State-wise anddistrict-wise;
(c) whether Used Cooking Oil (UCO), meant for collection by authorised agencies for biodiesel
production, is being illegally reprocessed or resold in the market by unscrupulous traders and
if so, the action taken thereon;
(d) the details of penal action, including improvement notices, licence
suspension/cancellation
and fines imposed by the Food Safety and Standards Authority of India and State/UT
authorities during the last three years; and
(e) whether the Government proposes to strengthen enforcement under the Food Safety and
Standards Act, 2006, including mandatory on-site TPC testing, enhanced traceability
mechanisms, stricter penal provisions and increased surprise inspections and if so, the details
thereof?

(a) to (e): Food Safety and Standards Authority of India (FSSAI) is mandated to lay down
science based standards for articles of food and to regulate their manufacture, storage,distribution, sale and import to ensure availability of safe and wholesome food for human
consumption. Theimplementationandenforcementof theFoodSafetyandStandards(FSS)Act,
2006isa shared responsibility betweenthe Central andStateGovernments.
Towards this, surveillance, monitoring, inspection and random sampling of various food
products, including the Total Polar Compounds (TPC) of the cooking oils, are conducted to
check compliance with the quality and safety parameters and other requirements as laid down
under Food Safety and Standards Act, 2006, rules and regulations made thereunder. State-wise
details of the action taken including Rajasthan for the last three years, is at Annexure. Further,
the details of enforcement action taken in Dausa and Jaipur districts of Rajasthan from 01st
January 2023toFebruary2026isasfollows:-

FSSAI has launched the Repurpose Used Cooking Oil (RUCO) initiative, to enable
collection and conversion of Used Cooking Oil (UCO) into Biodiesel and Soap. FSSAI
mandates Food Business operators (FBO) to maintain record of UCO disposal if edible oil
consumption for frying is more than 50 liters per day. Till now, 53 Non Food Production Units
for collection of UCO from FBOshave been enrolled. Foran effectiveimplementation of UCO
disposal guidelines, there isa provision for inspections of food businesses for effective disposal
of UCO andNon FoodProductions(NFP)units, andtheir Aggregators.
Forcompliancewith the set standards, limits, & other statutory requirementsunderthe Act
and Food Safety and Standards Regulations, FSSAI, through its four (04) regional offices and
State/UTfood safety authorities, conductssurveillance,inspections, sampling, andenforcement
activities in the country. If any deviations from the standards or violations to the FSSR are
observed, the defaulting food business operators (FBOs) including food service establishments
have been subjected to regulatory actions, including punitive measures, as stipulated under the
FSSAct, 2006andrulesand regulationsmade thereunder.
