SHRIVISHALDADAPRAKASHBAPU PATIL: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government is aware that Accredited Social Health Activist (ASHA) facilitators play a key role in implementing national health programmes by supervising & guiding ASHA workers but receive only a limited travel allowance without any regular remuneration; (b) if so, the detailsthereof; (c) whether the Government has received any representations seeking inclusion of ASHA Facilitators in the Programme Implementation Plan (PIP), regular honorarium,social security benefitsandretirement benefits, if so, the detailsthereof; and (d) whether the Government proposes to review their service conditions and provide appropriate remuneration and social security benefits, if so, the details and the timeline thereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): ‘Public Health and Hospitals’ is a state subject, the primary responsibility for strengthening public healthcare system, including the engagement, deployment and salaries/remuneration of ASHA facilitators lies with respective State/Union Territories (UTs) Governmentsasperapprovednormsandguidelines. However, ASHA Facilitators are engaged by the States/UTs under National Health Mission (NHM). The Government of India annually takes up review on National Health Programme (NHM) programs thorough the Program Implementation Plan (PIP) with States/UTs and based on the proposals submitted by them and deliberations will take place through National Program Coordination Committee (NPCC). Based on such discussions, the government grants approval for various proposals to the States/UTs through the Record of Proceedings(RoP).The details of RoPcan be accessed from the linkbelow. https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744 ASHA Facilitators are eligible for selected incentive provisions under NHM programmes. These include an incentivefor ParticipatoryLearning andAction meetings. The Government of India has approved an amount of Rs. 300 per visit for supervisory visit charges for ASHAfacilitators. ASHAs and ASHA Facilitators are covered under Pradhan Mantri Jeevan Jyoti Beema Yojana (PMJJBY) with a benefit of Rs. 2.00 Lakh in case of death of the insured, Pradhan Mantri Suraksha Beema Yojana (PMSBY) with a benefit of Rs.2.00 lakh for accidental death or permanent disability and Rs. 1.00 lakh for partial disability. Pradhan Mantri Shram Yogi Maan Dhan (PM-SYM) with pension benefit of Rs. 3,000/- pm after age of 60 years. ASHAs and ASHA Facilitators, along with their family members are provided with health care annual coverage of Rs. 5 Lakhs under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). ****
