Parliament Question: Setting Up of New Urban Primary Health Centres

SHRIKANTEKNATH SHINDE: SHRINARESH GANPATMHASKE: Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate: (a) the total amount of funds allocated by the Centre under the Ayushman Arogya Mandirs (AAMs) scheme toset upnewUrban Primary HealthCentres(PHCs) inMaharashtra andMadhya Pradesh; (b) the steps being takenby the Government under the 'Ayushman Bharat Digital Mission' (ABDM) tocreatea centralised digitalhealthrecordsystem for allmajor hospitals across the said States; (c) the current status of generating Ayushman Bharat Health Account (ABHA) IDs for the citizens of the said Statesandlinking themtothe OPDservices andcase papersof localhospitals; (d)whether theUnionGovernment proposestoincrease thenumberof MobileHealthUnits (MHUs) under the 'National Urban Health Mission' (NUHM) to provide immediate primary healthcare to poor patientsinthe slum areas of the said States,if so, the detailsthereof; and (e) whether any specialised central technical support centre is proposed in the said States to utilise these digital records for data analytics to track and analyse future pandemic patterns, if so, the detailsthereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH ANDFAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a): The total amount of funds released by the Union Government under the National Health Mission (NHM) including National Urban Health Mission (NUHM) for the Financial Year (FY) 2025-26 for the States of Maharashtra and Madhya Pradesh is Rs. 2,496.92 crore and Rs. 3,047.35 crore respectively. Further, under the Fifteenth Finance Commission (XV-FC) Health Grants for FY 2025–26, funds amounting to Rs. 1,539.71 crore and Rs. 778.41 crore have been released to the States of Maharashtra andMadhya Pradesh,respectively. Furthermore, the Records of Proceedings (RoPs) comprising of approvals on State Programme Implementation Plans (SPIPs) submitted by States, under NHM for all States, including Maharashtra and Madhya Pradesh, are available on the NHM website and can be accessed as per the linkbelow. (https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744).(b): The steps taken by the Union Government under the Ayushman Bharat Digital Mission (ABDM) to create a centralized digital health record system for all major hospitals in Maharashtra andMadhya Pradeshare asfollows:  ABDM, launched on 27th September, 2021 and implemented by the National Health Authority (NHA), provides a standards-based, interoperable, secure and consent-driven digitalhealthecosystem.  It is a Central Sector Scheme, under which States and Union Territories are provided funds for supporting human resources deployed, capacity building of various stakeholders and IEC (Information,Education & Communication).  The Mission has established the Ayushman Bharat Health Account (ABHA), Health Facility Registry (HFR), Healthcare Professionals Registry (HPR) and Health Information Exchange and Consent Manager (HIE-CM) to enable secure and consent-based exchange of healthrecordsacross hospitals, including those inMaharashtra andMadhya Pradesh. (c):Asof16thJuly2026,for the State of Maharashtra, a totalof 7.3crore ABHAs have beencreated and 2.5 crore health records have been linked with ABHAs. 36,045 health facilities and 99,541 healthcare professionals have been registered on the HFR and the HPR respectively. Also, 16,053 publichealthfacilitiesand6,822privatehealthfacilitiesuseanABDMenabledsoftware. Similarly, as of 16th July 2026, for the State of Madhya Pradesh, a total of 5.88 croreABHAshave been created and 2.66 crore health records have been linked with ABHAs. 20,080 health facilities and 18,634 healthcare professionals have been registered on the HFR and the HPR respectively. Also, 8,984 public health facilities and 2,327 private health facilities use an ABDM enabled software. (d): Under NHM, including the NUHM, States/UTs have the flexibility to deploy Mobile Medical Units (MMUs)/Mobile Medical Vans (MMVs) based on the healthcare needs identified in their respective SPIPs. The deployment of additional MMUs is undertaken by States/UTs as per assessed needs and available resources. As of 31st March, 2026 a total number of 103 and 72 MMUs/MMVs are operationalunderNHM for the Statesof Maharashtra andMadhya Pradeshrespectively. (e): The Government of India has created National-Level institutional and digital platforms that provide technical support to all States and Union Territories, including Maharashtra and Madhya Pradeshfor disease-surveillance, analyticsandpandemicpreparedness. Integrated Disease Surveillance Programme (IDSP), through the Integrated Health Information Platform (IHIP), provides realtime, case based digital surveillance system for reporting, analyzing and responding to epidemic-prone diseases across the country including the State of Maharashtra andMadhya Pradesh. Further, the National Disease Modeling Consortium (NDMC), with Indian Institute of Technology (IIT) Bombay as the Anchor Institute, provides evidence-based disease modeling, forecasting and data analytics to support public health decision-making for priority diseases. The NDMC provides technicalsupport at the National levelfor prioritypublic healthprogrammes like Tuberculosis (TB), Malaria, VectorBorne Diseases, Anti-Microbial Resistance andNon-Communicable Diseases. ***
