Shri Omprakash Bhupalsinh Alias Pavan Rajenimbalkar: Shri Sanjay Haribhau Jadhav: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has received any proposal for setting up of a Sports Authority of India (SAI) Training Centre in Dharashiv district of Maharashtra; (b) if so, the details and the present status thereof; (c) whether the Government proposes to set up a Sports Authority of India (SAI) Training Centre in Parbhani Lok Sabha Constituency of Maharashtra; (d) if so, the timelines fixed and the details thereof; (e) whether the Government had included Dharashiv district and Parbhani Lok Sabha Constituency in the SAI expansion plan for the year 2024-2025; (f) if so, the details thereof and if not, the reasons therefor; (g) whether the Government has any plan to include these places in future and if so, the details thereof; (h) whether Dharashiv has been nominated as an Aspirational District; and(i) if so, whether any special provisions exist for promoting sports infrastructure in such districts and across the country? MANSUKH MANDAVIYA] (a) to (i) A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (i) OF THE LOK SABHA STARRED QUESTION NO. †*4 FOR 21.07.2025 REGARDING SETTING UP OF SAI TRAINING CENTRE IN DHARASHIV DISTRICT OF MAHARASHTRA ASKED BY SHRI OMPRAKASH BHUPALSINH ALIAS PAVAN RAJENIMBALKAR AND SHRI SANJAY HARIBHAU JADHAV (a) & (b): A proposal for setting up of a Sports Authority of India (SAI) Training Centre at Dharashiv was received by the Regional Centre, Mumbai, from the local Hon’ble Member of Parliament. In this regard, SAI has undertaken an exercise of restructuring its Sports Promotional Schemes to ensure more focused and effective development of athletes. Given the existing sports infrastructure and financial considerations, the emphasis is currently on strengthening the capabilities of the existing centres to drive excellence in sports. (c) to (g): 'Sports' being a State subject, the responsibility of development of sports, including development of sports infrastructure, stadium, rests primarily with the State/Union Territory Governments. The Union Government supplements their efforts by bridging critical gaps by providing funds and support. However, no such proposal has been received in the Ministry. A Khelo India Centre (KIC) each has been set up in Dharashiv district and in Jalna and Parbhani districts of Parbhani Lok Sabha Constituency. (h) to (i): Under the component "Creation and Up-gradation of Sports Infrastructure” of Khelo India Scheme, grants-in-aid are provided to States/UTs and other eligible entities such as Central/State educational institutions, autonomous bodies of the Central Government, defence/paramilitary organisations, etc. to create modern sports infrastructure as well as upgrade the existing sports and other related infrastructure in whole of India, including aspirational districts. Under this component, 328 sports infrastructure projects, including 14 in the State of Maharashtra have been sanctioned across the country. Details are available at https://mdsd.kheloindia.gov.in/. Further, SAI creates/upgrades Sports infrastructure in its SAI centres. However, there is no specific provision for development of Sports Infrastructure in Aspirational districts.
