Will the MINISTER OFHEALTHAND FAMILYWELFARE be pleased to state:
(a) the fundsallocated by the Government to set upnew UrbanPrimary Health Centres
(PHCs) in Maharashtra and Madhya Pradesh keeping in view the rising population density;
(b) the steps being taken under the 'Ayushman Bharat Digital Mission' to create a centralized digital
health record system for all major hospitals in the said States;
(c) the current status of creation of Ayushman Bharat Health Account IDs for the citizens of the said
States and their linkage with the OPD services and medical records of local hospitals;
(d) whether the Government proposes to increase the number of Mobile Health Units under the
'National Urban Health Mission' for providing immediate primary healthcare/services to residents of
urban slums of the said States, if so, the details thereof; and
(e) whether any specialized central technical support centre is proposed in the said States to utilize
these digital records for data analytics to track and analyse future pandemic patterns, if so, the details
thereof?

(a): The totalamount of funds releasedby the Union Government underthe National Health Mission
(NHM) including National Urban Health Mission (NUHM) for the Financial Year (FY) 2025-26 for the
Statesof Maharashtra andMadhya PradeshisRs. 2,496.92 crore andRs. 3,047.35crore respectively.
Further, under the Fifteenth Finance Commission (XV-FC) Health Grants for FY 2025–26, funds
amounting to Rs. 1,539.71 crore and Rs. 778.41 crore have been released to the States of Maharashtra
andMadhya Pradesh,respectively.
Furthermore, the Records of Proceedings (RoPs) comprising of approvals on State Programme
Implementation Plans (SPIPs) submitted by States, under NHM for all States, including Maharashtra
and Madhya Pradesh, are available on the NHM website and can be accessed as per the link below.

(b): The steps taken bythe Union Government underthe Ayushman Bharat Digital Mission (ABDM)
to create a centralized digital health record system for all major hospitals in Maharashtra and Madhya
Pradeshare asfollows:
ABDM, launched on 27th September, 2021 and implemented by the National Health Authority
(NHA), provides a standards-based, interoperable, secure and consent-driven digital health
ecosystem.
It is a Central Sector Scheme, under which States and Union Territories are provided funds for
supporting human resources deployed, capacity building of various stakeholders and IEC
(Information,Education& Communication).
The Mission has established the Ayushman Bharat Health Account (ABHA), Health Facility
Registry (HFR), Healthcare Professionals Registry (HPR) and Health Information Exchange
andConsent Manager (HIE-CM) toenable secure andconsent-based exchange of healthrecords
across hospitals, includingthose inMaharashtra andMadhya Pradesh.
(c): As of 16th July 2026, for the State of Maharashtra, a total of 7.3 crore ABHAs have been created
and 2.5 crore health records have been linked with ABHAs. 36,045 health facilities and 99,541
healthcare professionals have been registered on the HFRand the HPRrespectively. Also, 16,053 public
healthfacilities and6,822private healthfacilitiesuse anABDM enabledsoftware.
Similarly, as of 16thJuly 2026,for the State of Madhya Pradesh,a totalof 5.88crore ABHAs have been
created and 2.66 crore health records have been linked with ABHAs. 20,080health facilities and 18,634
healthcare professionals have been registered on the HFR and the HPR respectively. Also, 8,984 public
healthfacilities and2,327private healthfacilitiesuse anABDM enabledsoftware.
(d): Under NHM, including the National Urban Health Mission (NUHM), States/UTs have the
flexibility to deploy Mobile Medical Units (MMUs)/Mobile Medical Vans (MMVs) based on the
healthcareneedsidentified intheirrespective SPIPs.The deployment of additional MMUs is undertaken by States/UTs as per assessed needs and available
resources. As of 31st March, 2026 a total number of 103 and 72 MMUs/MMVs are operational under
NHM for the Statesof Maharashtra andMadhya Pradesh respectively.
(e): The Government of India has createdNational-Level institutional and digitalplatformsthat provide
technical support to all States and Union Territories, including Maharashtra and Madhya Pradesh for
disease-surveillance, analytics andpandemicpreparedness.
Integrated Disease Surveillance Programme (IDSP),through the IntegratedHealth InformationPlatform
(IHIP),providesrealtime, case based digital surveillance system for reporting,analyzing andresponding
toepidemic-pronediseases across the countryincludingthe Stateof Maharashtra andMadhya Pradesh.
Further, the National Disease Modeling Consortium (NDMC), with Indian Institute of Technology (IIT)
Bombay as the Anchor Institute, provides evidence-based disease modeling, forecasting and data
analytics to support public health decision-making for priority diseases. The NDMC provides technical
support at the National level for priority public health programmes like Tuberculosis (TB), Malaria,
VectorBorne Diseases, Anti-Microbial Resistance andNon-Communicable Diseases.
