Parliament Question: Shortage of Faculty Members in Medical Colleges and AIIMS

GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 3419 TOBE ANSWERED ON07AUGUST, 2026 SHORTAGEOFFACULTYMEMBERS IN MEDICALCOLLEGES AND AIIMS †3419: SHRI MANSUKHBHAI DHANJIBHAI VASAVA Will the Minister of HEALTHANDFAMILYWELFAREbe pleased tostate: (a) whether there is a shortage of faculty members in nursing, dental and medical colleges, includingthe All India Institute of Medial Sciences(AIIMS) across the country; (b) if so, the detailsthereofand if not,the reasons therefor; and (c)the corrective measures takenbythe Government inthisregard? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SMT.ANUPRIYAPATEL) (a) to (c): The maintenance of adequate faculty strength in nursing, dental and medical institutions is governed by the respective regulatory bodies, namely the Indian Nursing Council (INC), the National Dental Commission (NDC), the National Medical Commission (NMC) through the regulations andstandards prescribed bythem. The INC, the NDC and the NMC prescribe minimum faculty requirements for nursing, dental and medical institutions, respectively. Compliance with these is ensured through periodic inspections, assessments and other regulatory mechanisms by the concernedregulatoryauthorities for grant,renewal andcontinuationof recognition/permission. Public Health is a state subject, the matter regarding engagement of available medical professionals inthe countryinvarioushealthcare setups comesunderthe purviewof StateGovernments. Recruitment and filling up of faculty posts is a continuous process. Vacancies arise due to retirement, resignation, expansion of institutions, creation of new posts and non-availability of suitable eligible candidates in certain specialties and locations and respective institutions take necessary action to fill vacant posts in accordance with the prescribed recruitment rules from time totime. Further, the National Medical Commission (NMC) has notified the Medical Institutions (Qualifications of Faculty) Regulations, 2025 (MIQF-2025) on 30.06.2025 with the objective of ensuring an adequate supply of qualified medical faculty while maintaining uniform academic standards. The Regulations provide for expansion of the teaching infrastructure by permitting eligible 220-bedded Government hospitals to function as teaching institutions, liberalise faculty eligibility criteria, recognise a wider pool of qualified medical and non-medical faculty, count specified administrative and regulatory experience towards teaching experience, while mandating traininginMedical Education TechnologyandBiomedical Research. *****
