GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 4722 TOBE ANSWERED ON20th MARCH 2026 SHORTAGEOFMEDICALFACILITIES IN BUDAUN † 4722.SHRIADITYAYADAV: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the health facilities such as Primary Health Centres, District Hospitals and Maternal Care Units in the Budaun district of Uttar Pradesh are severely affected by inadequate resources, shortage of staff and irregular supply of essential medicines due to which citizens are facing avoidablerisks andthe credibility of nationalhealthprogrammesisbeingundermined; (b) if so, the details of the funds sanctioned, projects approved, appointment of staff and monitoring reports in the said district, along with the steps taken by the Government against the officers and contractorswho failedtoprovide services despite repeatedannouncements; and (c)if not,the reasons therefor? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a): Healthis a state subject, hence, the responsibility for improvingthe healthcare facilitieslies with the respective State/UT Governments. However, The Ministry of Health and Family Welfare (MoHFW) provides financial and technical support to the States/UTs including Uttar Pradesh to improve the accessibility and affordability of quality health services as well as strengthening of public healthcare systems such as Primary Health Centres (PHCs), Community Health Centres (CHCs), District Hospitals, andMaternal Health Units. As per the information received from the State Government of Uttar Pradesh, several measures are being undertaken to improve healthcare services in Budaun district. These include strengthening infrastructure, recruitment of medical and paramedical personnel, and ensuring the availability of essential medicines and diagnostic services. Under the National Health Mission, financial and technicalassistance isprovidedtothe StateGovernment of Uttar Pradeshfor:  Recruitmentanddeployment of doctors, nurses, andotherhealthcarestaff;  Strengtheningmaternal andchildhealthcareservices;  Ensuring the supply of essential drugs anddiagnostics; and  Upgradationof healthcare infrastructure at PHCs, CHCs, andDistrict Hospitals. The details regarding the availability of doctors, nursing staff and technicians in the District Hospitals and health facilities functioning in the Rural / Urban areas of the country across all theState/UTs including Uttar Pradesh is available in Health Dynamics of India (Infrastructure and Human Resources) 2022-23 report at the following web link. https://www.mohfw.gov.in/?q=en/reports-23 (b) & (c): Funds provided by the Government of India are allocated and released to districts including Budaun District under various componentsof the National Health Mission time to time for strengthening healthcare infrastructure, procurement of essential medicines, and recruitment of medicalandparamedical staff. State Government periodically reviews progress of projects through monitoring mechanisms under the National Health Mission, including district-level review meetings, State Programme Implementation Plan (PIP) assessments, and regular reporting through the Health Management InformationSystem(HMIS). The Government of India also reviews the implementation of health programmes through review meetings, field visits and Common Review Mission (CRM) etc. to ensure effective delivery of healthcare services and to address existing gaps and fill up them. In cases where deficiencies in service delivery or delays in execution of projects are reported, the State Government takes appropriate administrative action as per rules to ensure timely completion of projects and uninterrupteddelayof health services. *****
