Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a) whether it is a fact that Government hospitals and medical colleges including
institutions under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) across the
countryare facinga shortage of doctors, nurses andessential medicalequipments;
(b) if so, the current status of vacant posts in such institutions located in the State of
Maharashtra;
(c) the details of the funds released for strengthening the tertiary healthcare infrastructure
inthe Stateof Maharashtra during the last three years; and
(d) the effective steps taken by the Union Government to ensure the availability of quality
andaffordable healthcareservices inthe citiesof the said State?

(a) to(d): ‘PublicHealth’ & ‘Hospitals’ are State subjects. The primaryresponsibility for the
availability of doctors, specialists, nurses and paramedical staff in various public health
facilitiesinthe countrylieswith the respective State/UTGovernments.
The details regarding doctors, nurses and specialists and their vacancies in Government
hospitals across the country including Maharashtra, at the healthcare facilities across the

The National Health Mission (NHM) provides support for improvement in health
infrastructure, human resources in health facilities, availability and accessibility to quality
healthcare across the country including Maharashtra. Technical and financial support is
provided to the States/UTs to strengthen the public healthcare system, based on the proposals
received in the form of Programme Implementation Plans (PIPs) under NHM. Approval is
accorded to the proposals in the form of Record of Proceedings (RoPs) as per norms &
availableresources.
The details of the Central Releases made to the State of Maharashtra under the National
HealthMission (NHM) during FY2023–24toFY2025–26are asfollows:

Under Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) total
amount of Rs. 1086.44 crore has been approved for the State of Maharashtra for FY2021-22
toFY2025-26.
Under Fifteenth Finance Commission (FC-XV) total amountof Rs.7063.60 crore health grant
hasbeenapprovedfor Maharashtra for the period from FY2021-22 to FY2025-26.Under the Strengthening of Tertiary CancerCare Centre (TCCC) Facilities scheme underNP-
NCD, financial support is provided to States/UTs for establishment of State Cancer Institutes
(SCIs) and Tertiary Care Cancer Centres (TCCCs) in different parts of the country. In the
State of Maharashtra, three institutes have beenapproved underthe Scheme for strengthening
tertiary healthcare infrastructure, comprising two TCCCS and one SCI. During Financial
Year 2023–24, financial assistance of Rs.6.8186 crore and Rs.6.7415 crore was released to
the two approvedTCCCs.
Under National Programme for Health Care of Elderly (NPHCE) an amount of Rs. 1.41
Crore was releasedtoGMC & J.J. Hospital, Mumbai during the FY2024-25.
Atotalof 1.86 lakhAyushman Arogya Mandirs (AAMs) have beenoperationalizedacross the
country, including 13,457 in Maharashtra. Teleconsultation services are available at all
operational AAMs, facilitating access to specialist healthcare closer to people's homes, with
46.90 crore teleconsultations conducted nationwide as on 30.06.2026. Further, under the
National Ambulance Service, NHM supports 28,472 ambulances and emergency response
vehicles of various categories across the country, including Maharashtra, to ensure timely
transportation of patients, particularly pregnant women and sick infants, to public health
facilities.
Further, through various Centrally Sponsored Scheme (CSS), the Ministry has taken steps to
address the shortage of the doctors/medical professionals in the country like establishment of
new medical college by upgrading district/ referral hospital, strengthening/ upgradation of
existing State Government/Central Government Medical Colleges by increasing MBBS and
PG seats, upgradation of Government Medical Colleges by construction of Super Specialty
Blocksandsetting upnewAIIMS across the country.
