SHORTAGE OF STAFF IN THE CENTRAL HOSPITAL, TARAPUR
2505. SHRI ISHA KHAN CHOUDHURY:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the Government is aware that the Central Hospital
Dhuliyan, Tarapur under Maldah Dakshin, facing severe staff
shortages for several years having only 2 permanent doctors and 2
nurses as against the sanctioned strength of 12 each for doctors
and nurses;
(b)if so, the details thereof;
(c)the details of the measures taken/being taken by the Government
to restart the non-functional operation theatre, which remains
closed due to the vacant posts of key specialists such as a
surgeon, gynaecologist, radiologist and laboratory technician; and
(d)the details of the steps taken by the Government to replace or
repair critical and damaged medical equipment, including the X-ray
machine to restore essential diagnostic services such as USG and
ECG along with posting of the said trained specialists?

(a) to (d): The Labour Welfare Scheme under the Ministry of Labour
and Employment (MoL&E) is implemented across the country for
providing Healthcare facilities through Out-patient departments
(OPD) and In-patient departments (IPD) via 10 Hospitals including
Central Hospital Dhuliyan, Tarapur to the Beedi/Cine/Non-Coal Mines
workers and their dependents.
At present, there are 06 doctors and 05 nursing officers
posted at the Central Hospital Dhuliyan, Tarapur for its smooth
functioning. The Government makes all possible efforts to fill the
vacant posts of Medical, Para-Medical Staff and to replace or repair
the machinery at Central Hospital Dhuliyan, Tarapur.

The MoL&E forwards the vacancy positions of Medical
Officers and Specialists to the Ministry of Health and Family Welfare
(MoH&FW) on regular basis with request to fill-up all the vacant posts
on urgent basis. The MoH&FW recruits these Officers through Union
Public Service Commission and they are subsequently allotted to
Directorate General of Labour Welfare (DGLW), Ministry of Labour
and Employment for posting to the Hospitals/Dispensaries under the
Labour Welfare Scheme.
The Staff Selection Commission is also approached
regularly for the recruitment of Para Medical Staff for the
Hospitals/Dispensaries under the Labour Welfare Scheme.
The MoL&E has also advertised and recruited the Medical
and Para-Medical Staff on contract basis for the smooth functioning
of the Hospitals/Dispensaries under the Labour Welfare Scheme.
