ANITA NAGARSINGH CHOUHAN: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)whether a large number of workers in the tribal and rural areas of Ratlam Lok Sabha Constituency of Madhya Pradesh are engaged in the unorganized sector and many of them are still deprived of the benefits available under social security, e-Shram registration, health security and labour codes; (b)if so, the details of workers registered on the e-Shram portal, workers benefitted under social security schemes and establishments registered under the new labour codes in Ratlam, Jhabua and Alirajpur districts of the said Constituency; (c)whether any special campaign or action plan is operational in the said area for effective implementation of labour codes, registration of workers, health security, skill development and to enhance awareness; and (d)if so, the details thereof? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (d): The Ministry of Labour and Employment launched eShram portal (eshram.gov.in) on 26th August 2021 for creation of a comprehensive National Database of Unorganised Workers (NDUW) seeded with Aadhaar. eShram portal is meant to register and support the unorganised workers by providing them a Universal Account Number (UAN) on a self-declaration basis. Over 31.80 crore unorganised workers have already been registered on eShram portal. Contd..2/-:: 2 :: In the State of Madhya Pradesh, the total number of registrations recorded are 2,44,280 in Ratlam district, 1,26,664 in Jhabua district, and 81,766 in Alirajpur district. District-wise details of unorganised workers registered under various schemes on the eShram portal in State of Madhya Pradesh is annexed. The number of establishments registered under the new Labour Codes in Ratlam, Jhabua and Alirajpur districts are 26, 06 and 04 respectively as on 23.07.2026. The Government of India has implemented four Labour Codes, namely, the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020 and the Occupational Safety, Health and Working Conditions (OSH&WC) Code, 2020 with effect from 21st November, 2025. The Central Rules under the said Codes have been notified on 08.05.2026. ‘Labour’ being in the concurrent list, the States/UTs are also required to frame Rules under the Labour Codes for uniform implementation of the Codes. The four Labour Codes envisage strengthening the protection available to all workers, including unorganized workers in terms of statutory minimum wage and its timely payment, social security, occupational safety, healthcare of workers etc. Simultaneously, it also strengthens the protection available to workers, including unorganized workers and promote formalization of workforce. The four Labour Codes are applicable to whole of the country including tribal and rural areas.
