PRIYANKA GANDHI VADRA: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)whether the Government proposes to recognize ASHA workers as formal employees under the Code on Wages, 2019, and extend to them social security benefits such as Employees Provident Fund (EPF), Employees’ State Insurance (ESI), and maternity leave and if so, the details thereof; (b)whether the Government has examined the feasibility for including ASHA workers under unorganized sector worker category and if so, the details thereof; and (c)whether the Government proposes to consider setting up a National Commission to recommend uniform pay and protections for ASHA, Anganwadi and Mid-day Meal workers and if so, the details thereof? Under the provisions of the Code, both Central and State Governments are empowered as appropriate Government in their respective spheres. ASHAs are community health volunteers and are entitled to task/activity-based incentives. ASHAs receive a fixed monthly incentive of ₹ 3500/- per month for routine and recurring activities. Additionally, ASHAs are provided performance-based incentives for a varied set of activities under various National Health Programmes. In addition, ASHAs across the States/UTs have been enrolled in various Social Security Schemes, including Pradhan Mantri Shram Yogi Maan Dhan (PM-SYM), Pradhan Mantri Jeevan Jyoti Beema Yojana (PMJJBY) and Pradhan Mantri Suraksha Beema Yojana (PMSBY) as per the eligibility norms. Also, ASHAs along with their family members are provided with health care annual coverage of ₹ 5 Lakhs under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB- PMJAY). The primary responsibility of strengthening public healthcare system, including support for ASHA workers lies with the respective State/UT Governments.
