SOCIAL SECURITY OF GIG WORKERS
93. DR. VIKRAMJIT SINGH SAHNEY:
Will the Minister of Labour and Employment be pleased to state:
(a) the number of gig and platform workers registered on e-Shram
portal, State-wise and district wise for the State of Punjab;
(b) whether the draft Social Security (Central) Rules, 2025, under the
Code on Social Security, 2020, provides specific social security
benefits for gig and platform workers and proposed timeline for
their implementation;
(c) whether a dedicated Social Security Fund for such workers has
been constituted and if so, its funding sources; and
(d) the steps taken to ensure mandatory onboarding of gig and
platform workers by aggregator companies on e-Shram portal?

(a) to (d): State-wise number of gig and platform workers registered
on e-shram portal is at Annexure-A. District-wise number of gig and
platform workers registered on e-shram portal in respect of state of
Punjab is at Annexure-B.
For the first time, the definition of ‘gig workers’ and
‘platform workers’ and provisions related to the same have been
provided in the Code on Social Security, 2020 which has come into
force on 21.11.2025.
The Code has provisions for constitution of National Social
Security Board for welfare of unorganised workers, gig workers and
platform workers. Detailed composition of National Social Security
Board for unorganised workers, gig and platform workers has been
provided in the Code alongwith functions and mandate.

The Code also have provisions to establish a Social
Security Fund for financing of social security and welfare schemes
for gig and platform workers.
To maximise registration of platform workers on e-Shram
portal, three nationwide special registration drives were held during
the months of April, May and August-September, 2025 in collaboration
with States and Union Territories.
Multiple rounds of deliberations have been conducted with
Aggregators, Knowledge Partners and Platform Workers
Unions/Associations and State Government/UTs for social security
framework of gig and platform workers.
