Will theMinisterofYOUTH AFFAIRS AND SPORTSbepleased to state:-
(a) the number of sports complexes, stadiums, multipurpose halls and rural sports infrastructure
projects approved, completed and pending in Bihar under Khelo India Scheme during the last five
years, along with thedetails of funds approved andexpenditureincurred, district-wise; and
(b) the number of youths in the State identified as national/international players, trained and
selected for sports scholarships and the reasons for State’s comparatively weaker performance vis-
à-vis otherStates and thetime-bound action plan prepared toimprove thesame?
ANSWER

(a) and (b) ‘Sports’ being a State subject, the responsibility of development of sports, including
construction of sports complexes, stadiums, multipurpose halls and rural sports infrastructure and
identifying youth as national/international players and providing them training and scholarships,
rests primarily with the State/Union Territory Governments. The Union Government supplements
their efforts by bridging critical gaps. The Ministry of Youth Affairs and Sports implements the
following schemes for development ofsports inthecountry, includingin theStateof Bihar:
i. Khelo India –National Programmefor Development ofSports;
ii. Assistanceto National SportsFederations (NSFs);
iii. Cash Incentives toMedal Winners inInternational Sports Events and theircoaches;
iv. National Sports Awards;
v. Pension toMeritorious Sportspersons;
vi. PanditDeendayal Upadhyay National Welfare Program forSportspersons;
vii. National Sports Development Fund;
viii.RunningSports Training centres through Sports Authority ofIndia (SAI); and
ix. National Centre forSports Science andResearch (NCSSR).

the SportsAuthority ofIndia.
The details of various sports facilities under the Khelo India Scheme, such as Sports Infrastructure,
Khelo India Centres (KIC), Khelo India State Centres of Excellence (KISCE) and Khelo India
Accredited Academies (KIAA) along with Khelo India Athletes (KIA), across the country,
including in the State of Bihar, are available in the public domain on the dashboard of the Ministry
at https://dashboard.kheloindia.gov.in.
