Sudhakaran Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the total number of sanctioned posts and positions filled up in the Department of Youth Affairs, Nehru Yuva Kendra Sangathan, National Service Scheme, Sports Authority of India, and National Anti-Doping Agency as of June 2025; (b) the number of districts without a District Youth Officer or National Service Scheme/National Service Scheme equivalent representation, State-wise; (c) the total expenditure and fund utilisation rate under Khelo India and Nehru Yuva Kendra Sangathan (NYKS) sponsored youth engagement programmes during Financial Year (FY) 2021-22 to 2024- 25, State-wise and scheme-wise; (d) the proportion of Khelo India Centres and NYKS initiatives located in rural and tribal areas, and their year-wise distribution since 2021; (e) whether the Government maintains data on the cost incurred by the Government per youth athlete (training, coaching, equipment), if so, the details thereof and if not, the reasons therefor; and(f) whether costs are creating access barriers for lower-income families to avail these Government schemes and if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA) (a) The details of sanctioned posts and positions filled in the Ministry and its autonomous bodies is as under: (i) Sanctioned Strength/In-position of Officers in the Ministry of Youth Affairs & Sports is attached as Annexure-I (ii) The sanctioned posts in NSS are 199 and 77 are filled up currently. (iii) The total number of sanctioned posts in Nehru Yuva Kendra Sangathan is 2273. As on 01-06-2025, a total of 1112 positions were filled in Nehru Yuva Kendra Sangathan (NYKS). (iv) The details of sanctioned posts and positions filled in various cadres of Sports Authority of India (SAI) Annexure –II. (v) Sanctioned Strength/In-position of Officers in National Anti-Doping Agency is as under: Department Sanctioned Strength Filled Up Vacant Name (Posts) Posts Posts NADA 19 10 09 (b) The officers of NSS organization are not posted district-wise, rather they are posted in 15 Regional Directorates of NSS and Directorate of NSS, New Delhi. Further, as on 01-06-2025, a total of 288 districts were without a regular District Youth Officer/ Deputy Director. The State-wise detailsof Vacant Kendras in Nehru Yuva Kendra Sangathan as on 01-06-2025 are at Annexure-III. (c) Funds are allocated Scheme-wise and not State-wise in this Ministry. The budget allocation and actual expenditure during 2021-22 to 2024-25 under Khelo India Scheme is given below:- Year Approved allocation (In Rs. Cr.) (d) In order to strengthen the sports ecosystem at the grassroot level, Khelo India Centres (KICs) are established across UT/States throughout India. Currently there are 1057 KICs notified wherein more than 28000 athletes have been inducted for training. The details can also be found in the following URL: https://dashboard.kheloindia.gov.in/ Further, NYKS Programmes have been designed based on district as a unit. Accordingly, budget is being calculated per district. There is no separate focus on rural areas and tribal areas as such while designing the programmes. Year-wise details of programmes conducted by NYKS in the country including rural and tribal areas during the last 4 years is attached herewith as Annexure-V. (e) & (f) Under the Sports Promotional Schemes of SAI, the selected athletes are provided support /financial assistance in the form of expert coaches, sports equipment, boarding, lodging, sports kit, competition exposure, educational expenses, Misc, Insurance & Contingencies and Stipend as per the approved Scheme norms. (ii) Support through Accredited Academy (per Annum per KIA): Athletes have access to state-of-the-art training facilities, including sports complexes and academies, especially 306 Accredited Academies across the country.
