Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to
state:
a. whether the Government plans to involve Public Sector
Undertakings (PSUs) in supporting State-level sports development
particularly in Maharashtra, Madhya Pradesh and Jharkhand;
b. if so, the steps taken/being taken by the Government to ensure
that PSUs contribute effectively to enhance sports infrastructure
and talent development in the said States;
c. whether the Government has formulated or proposes to formulate
any plan to provide Corporate Social Responsibility (CSR) at the
local level to encourage the youth so that the talents could be
showcased at the global level;
d. the total CSR funds utilized for sports development during the last
three years and the current year, State and sport-wise along with
the key projects implemented thereof;
e. the mechanisms to assess the impact of corporate contributions
including those from PSUs in achieving India's goal of becoming
one of the top five global sports performers by 2047; and
f. the manner in which mechanisms be specifically tailored to ensure
that rural and under- represented regions benefit from increased
corporate involvement in sports?ANSWER

(a) to (f): ‘Sports’ being a State subject, the responsibility to promote
and develop sports in the country, rests primarily with the respective
State/Union Territory Governments. The Central Government only
supplements their efforts by running various sports promotional
schemes across the country including through National Sports
Development Fund (NSDF). Further, Corporate Social Responsibility
(CSR) funds are also used for promotion of sports through infrastructure
development. The Government has taken several initiatives to
incentivize the corporate sector to adopt specific sports and training
centers. NSDF is a demand driven scheme and provides for a financial
assistance for development of infrastructure, training and other
activities including funding of Target Olympic Podium Scheme (TOPS)
for promotion of sports across the country. Further, Government has
been regularly interacting with the Corporate and Public Sector
Undertakings (PSUs) requesting them to contribute to the NSDF and
become active partners for the promotion of sports among youth. These
contributions are aimed at fostering sports at various levels, including
rural sports, nationally recognized sports, Paralympic sports and
Olympic sports to promote . As a result, many corporate organizations
have come forward to join hands with NSDF by providing financial
support for sports development in the country through CSR funding.
The details of CSR funds utilized for sports development during the last
three years and the current year, State and sport-wise along with the
key projects implemented are placed in public domain at

Since the CSR funds received in NSDF are given as support / assistance
to sportsperson/foundations/academies etc. and for development of
sports infrastructure, there are no specific performance indicators or
matrix to assess its impact.
