GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS RAJYA SABHA UNSTARRED QUESTION NO. 1390 ANSWERED ON - 11/02/2026 STATES CONTRIBUTION TOWARDS WORKS TAKEN UP BY NHAI 1390. DR. JOHN BRITTAS: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:- (a) the amount of funds borne by various State Governments for works taken up by NHAI during the last five years; and (b) exact quantum of funds in absolute numbers contributed and agreed to be contributed by States till date for development of Highways including land acquisition cost, State-wise and year-wise details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (b) Government in Ministry of Road Transport & Highways is primarily responsible for development of National Highways (NHs). Generally, cost of development & maintenance of NH projects is borne by the Central Government. However, in some projects, cost of Land Acquisition (LA)/construction is also shared by the State Governments in specific circumstances to improve the viability of the project. Several States have already contributed/agreed to contribute towards the cost of land acquisition for specific NH projects including the States of Kerala, Bihar, Tamil Nadu, Karnataka, Andhra Pradesh, Odisha, Punjab, Himachal Pradesh, West Bengal, Uttar Pradesh, Haryana. Some other States such as Nagaland, Manipur, Assam have provided land free of cost for the development of certain NH works. In certain cases, State GST and royalty on minerals etc. are also reimbursed by the State Governments.
