States Fully Implementing National Education Policy, 2020

Will the Minister of EDUCATION be pleased to state:
(a) the number of States/Union Territories that has fully implemented the National
Education Policy, 2020 so far;
(b) the main challenges being faced by the States in the implementation of the said scheme
and the reasons therefor; and
(c) whether the Government is providing any special financial assistance to the States/UTs
for this reason and if so, the details thereof?

(a) to (c): Implementation of National Education Policy (NEP) 2020 is a continuous
process. NEP 2020 provides different timelines as well as principles and methodology for
its implementation. Education being in the concurrent list of Constitution, Centre and
States are equally responsible for providing quality education to all. NEP also provides for
careful planning, joint monitoring and collaborative implementation by Center and States
for execution of this policy. Accordingly, Ministry of Education, State Governments,
Education-related Ministries, the regulatory and implementing bodies of School and
Higher education such as University Grants Commission, All India Council for Technical
Education, National Council for Teacher Education, National Council of Educational
Research and Training, Central Board of Secondary Education,
Universities/Colleges/Schools etc. have taken initiatives for implementation of NEP 2020.
To create awareness and discuss innovative ideas for NEP implementation, a series of
workshops/consultation-cum-review meetings have been held with States/UTs,
Educational Institutions, other stakeholders from time to time. Implementation of NEP
2020 was discussed in National Education Ministers' Conference held in Gujarat in June
2022; National Conference of Chief Secretaries held in June 2022; 7th Governing Council
Meeting of NITI Aayog held in August 2022; Akhil Bharatiya Shiksha Samagam 2022,
2023 and 2024; 9th Governing Council Meeting of NITI Aayog held on 27th July 2024. Atwo-day National Workshop on Higher and Technical Education was organized with
Secretaries of States/UTs on 12th & 13th November 2024 to disseminate various
approaches and methodologies to implement NEP 2020. A two-day Vice Chancellors’
Conference of Central Universities was held in Kevadia, Gujarat on 10th & 11th July 2025
to focus on Central Universities’ role as drivers of educational transformation and their
contribution to Viksit Bharat @2047; review progress and set future course for
implementation of NEP 2020; Discussions were held on key themes of NEP 2020. A
national workshop on Multidisciplinary Education & Research University (MERU) under
Pradhan Mantri Uchchatar Shiksha Abhiyan (PM USHA) was held from 30th April to 1st
May, 2025 to discuss topics like UGC Regulations for NEP Implementation, Clustering
and Collaboration for Multidisciplinary Education, Holistic Education through Integration
of Skilling and Industry Connect, etc. Vice Chancellors, eminent academicians and State
officials participated in the workshop.
National Conference on Curricular and Assessment Equivalence and Improving Learning
Outcomes was organised on 02.07.2025. The Conference witnessed participation of over
250 senior officials. Key highlights included the launch of the PARAKH Dissemination
Portal, presentations on State-level best practices, deliberations on frameworks for Board
equivalence, and strategies for enhancing learning outcomes in alignment with the
objectives of NEP 2020.
For Outreach and Awareness of Implementation of NEP 2020, a program involving 84
Centrally Funded Higher Education Institutions (CFIs) and 404 State Public Universities,
each CFI mapped with the 5-7 State Universities located in the nearby geographies, have
been started.
Various schemes/projects/programmes run by Ministry of Education have been aligned
with NEP 2020. As far as Central Government is concerned, Budget allocation from the
year 2021-22 to 2025 26 is given below: -
