Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a) the present status of AIIMS, Darbhanga project sanctioned under the Pradhan Mantri
Swasthya Suraksha Yojana (PMSSY) along with the reasons for the discontinuation of
construction works evenaftera decade with onlythe maingate pillarsconstructed:
(b) the total amount of funds sanctioned and released so far for this project since its
sanction andthe details of expenditure incurredthereon,so far;
(c) the original time-frame fixed for completion of the project and the reasons for the
delay, if any:
(d) the details of the monitoring and review mechanism adopted by the Central
Government toensure time-boundimplementation of the project;
(e) the revised time-frame fixed for completion and commencement of functioning of
AIIMS, Darbhanga;
(f) the status of the rankingof AIIMS in2026Global FinanceBrand HealthReport;
(g) the number of new AIIMS that are underconstruction in the countryand the expected
timelinefor completion alongwith the amountof funds allocatedunderPMSSY; and
(h) the details of Government initiatives, finance contributing to strengthen the health
sector in terms of accessibility, affordability, quality of service and to reduce regional
imbalancesinquality tertiarylevelhealthcareandimprove medicaleducationtherein?
ANSWER
THE MINISTER OFSTATE IN MINISTRYOFHEALTH AND FAMILYWELFARE
(SHRIPRATAPRAO JADHAV)
(a) to (h) Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims to correct regional
imbalances in the availability of affordable/ reliable tertiary healthcare services and also to
augment facilities for quality medical education in the country. The Scheme has two
components; (1) Setting up of All India Institute of Medical Sciences (AIIMS); and
(2)Upgrading existing Government Medical Colleges/Institutions.Union Cabinet approvedthe setting upof All India Institute of Medical Sciences
(AIIMS) at Darbhanga on 15.09.2020 at an estimated cost of ₹ 1264 Crore with 48 months
from the date of the approval as time-frame for completion. In September 2024, the State
Government ofBiharhandedover187.44acrelandforestablishment ofAIIMS atDarbhanga.
Currently the pre- investment work of AIIMS Darbhanga is in progress including
construction of boundary wall. Till date, an amountof ₹27.81 Crore hasbeen released bythe
Ministry for the pre-investment work. The monitoring of the project isundertakenat the level
of Institute, State Government and the Ministry of Health and Family Welfare. A Project
Review Committees has been set up at the level of the Ministry including Executing Agency,
Procurement Support Agency and other stakeholders to monitor project implementation. The
project is also being monitored through Project Monitoring Group (PMG) Portal and e-
Samiksha Portal. The proposed revised time-frame for establishment of AIIMS Darbhanga is
40 months from the date of approval of Revised Cost Estimate of the project. The 2026
