STATUS OF EMPLOYMENT IN ETAH AND KASGANJ
†64. SHRI DEVESH SHAKYA:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of the number of agricultural workers and construction
workers registered on the e-shram portal in the districts of Etah
and Kasganj at present;
(b)whether the Government is aware of the fact that due to the lack
of employment opportunities at the local level, migration of the
youth to Delhi and Noida is increasing, and if so, the details thereof;
(c) whether the Government proposes to formulate any policy or rules
to ensure mandatory employment of 75 per cent local youth in the
Jawahar Thermal power project and railway construction works in
the region and if so, the details thereof; and
(d)whether the Government has any proposal to establish an
Employees' State Insurance (ESI) hospital or a special medical
facility centre for the workers of unorganised sector in Etah Lok
Sabha Constituency and if so, the details thereof?

(a) to (d): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August, 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW).
The eShram portal registers the unorganised workers and provides
them a Universal Account Number (UAN) on a self-declaration basis.
As on 14th July 2026, over 31.78 crore unorganised
workers have already been registered on the eShram portal.
Details of the agriculture workers and construction
workers registered on the eShram portal in the districts of Etah and
Kasganj is annexed.

Employment generation coupled with improving
employability is a priority of the Government. Accordingly,
Government is implementing various employment generation
schemes across the country including Bundelkhand Region. The
details of various employment generation schemes/programmes
being implemented by the Government may be seen at
https://dge.gov.in/schemes programmes .
‘Employment’ being a subject under the Concurrent List,
the Employment Service in India is the Joint concern of the Central
and State Government. Directorate General of Employment, Ministry
of Labour and Employment is responsible for laying down policies,
standards and procedures for coordination of the National
Employment Service at all India level. The Employment Exchanges
function under the direct administrative and financial control of the
respective State Government /UT Administration.
The occurrence and filling up of vacancies in Central
Government, State Governments, PSUs, Public Sector Banks and
other Government aided institutions is a continuous process and
efforts are made to fill up the vacancies as per the provisions of their
respective recruitment rules.
Employees State Insurance Corporation (ESIC) accords
approval for establishing an ESIC Hospital in consultation of
respective State Governments as the operation and management of
Hospital is done by the concerned State Government as per the
provision of Section 58 of the erstwhile Employees State Insurance
Act 1948 (now subsumed under Section 40 of the Code on Social
Security, 2020).
At present no proposal to establish an Employees' State
Insurance (ESI) hospital or a special medical facility centre for
worker in the unorganised sector in Etah Lok Sabha constituency has
been received from Government of Uttar Pradesh.
