STATUS OFHEALTH INFRASTRUCTUREPROJECTS UNDER PM-ABHIM

Will the MINISTEROFHEALTH AND FAMILYWELFARE be pleased tostate:
(a) the current status of health infrastructure projects approved by the Government under the Pradhan
Mantri Ayushman Bharat HealthInfrastructure Mission (PM-ABHIM), State-wise and component-wise;
(b) the details of the funds approved, released and utilised so far along with the progress of the said
projectsinthe country, State-wise,particularly inthe Baghpat Parliamentary
Constituency, Uttar Pradesh;
(c) the steps taken by the Government to strengthen coordination with the States and enhance their
capacityfor effective andtimelyimplementation of the projects; and
(d) the details of the mechanism being adopted by the Government to ensure regular oversight of the
Mission andthe timelycompletion of the projects?

(a) to (d) Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), a Centrally
Sponsored Scheme (CSS) with certain Central Sector (CS) components, aims to strengthen India's
public health system through reforms that integrate health service delivery, public health action and
health research, thereby enhancing the capacity of public health systems to effectively respond to
pandemicsandotherpublic healthemergencies.
Under the CSS component of the scheme, administrative approvals have been accorded to all
States/Union Territories for an amount of Rs. 32,961.10 crore for construction/strengthening and
establishment of 11001 Building-less Sub Health Centre–Ayushman Arogya Mandirs (SHC-AAMs),
5456 Urban Ayushman Arogya Mandirs (U-AAMs), 2151 Block Public Health Units (BPHUs), 744
Integrated Public Health Laboratories (IPHLs) and 631 Critical Care Blocks (CCBs). The State/Union
Territory-wise detailedstatus isplacedat Annexure-I.
As perthe informationprovided bythe Government of Uttar Pradesh,inBaghpat Parliamentary
Constituency, one Critical Care Block (CCB) at a cost of Rs. 2375 lakh, one Integrated Public Health
Laboratory(IPHL)at a cost of Rs.125lakhandfour BlockPublicHealthUnits (BPHUs) at a costof Rs.
323.84lakhhave beenapprovedunderPM-ABHIM. An amount of Rs.2,823.84lakh hasbeenapproved
for the above projects, against which Rs. 1,802.74 lakh has been released and an expenditure of Rs.
1,787.52lakhhasbeenreportedbythe State.
Under PM-ABHIM, funds are released to States/Union Territories on a lump-sum basis based on
approved activities, enabling them to utilize the funds as per their assessed needs and priorities. The
State/ Union Territory-wise details of Central Release and Expenditure under PM-ABHIM since
inception,are placed at Annexure-II.
Public Health and Hospitals is a State subject and implementation of the scheme is the
responsibility of the respective State/Union Territory Governments. Monitoring under PM-ABHIM is
carried out through a robust, multi-layered framework that includes review of State-wise Key
Deliverables against approved targets during NPCC meetings with all States/Union Territories, monthly
review meetings with States/Union Territories and regular assessment of performance through the
Output–Outcome Monitoring Framework (OOMF). In addition, annual Common Review Missions
(CRMs) provide independent, on-ground assessments of programme implementation, health system
strengthening, and progress on key indicators, enabling identification of gaps, course correction, and
strengthening of accountability at StateandDistrict levels.Annexure-I
