per 1000 population. As per IPHS norms, Ayushman Arogya Mandir- Primary Health Centre
(AAM-PHC) with 6 indoor/ observation beds is to be established to cover 20,000 to 30,000
population, Community Health Centres (CHCs) with 30 beds to cover population of 80,000-
1,20,000,Sub-District Hospitals with 31-100 bedstocover populationof 1,00,000- 5,00,000and
District Hospital with 101-500 bedstocoverpopulation upto30,00,000.

It is primaryresponsibility of the State/Union Territories(UTs) to make efforts for increasing bed
strength in the hospitals under their jurisdiction in accordance with requirement and fund
availability. However, the Central Government provides assistance to the State/UT Governmentsin their efforts to provide better health care facilities to people through various schemes. The

National Health Mission (NHM): The Ministry of Health and Family Welfare provides
technical and financial support to the States/UTs to strengthen the public healthcare system,
based onthe proposals received in the form of ProgrammeImplementation Plans (PIPs)under
National Health Mission. Government of India provides approval for the proposal in the form
ofRecordof Proceedings(RoPs) aspernorms& availableresources.

PM-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM): is a Centrally
Sponsored Scheme (CSS) with some Central Sector Components (CS) which has an outlay of
Rs. 64,180 Crores for the scheme period (2021-22 to 2025-26). Administrative approvals have
been accorded to States/UTs for FY 2021-26 for an amount of Rs. 33,081.82 Crore for
construction/strengthening of 10609 Building less-AAMs, 5456 Urban-AAMs, 2151 Block
Public Health Units (BPHUs), 744 Integrated Public Health Labs (IPHLs) at District level and
621Critical Care Blocks(CCBs).
Under the CSS Component of PM-ABHIM, administrative approvals have been accorded to
the State of West Bengal for an amount of Rs.1309.32 Crores, for construction/strengthening
of 385 Building-less Sub-Health Centers (SHC), 204 Urban-Ayushman Arogya Mandir (U-
AAM), 23 Integrated Public Health Lab (IPHL) and 22 Critical Care Blocks(CCBs) during
the scheme periodof FY2021-22 to2025-26.
In the district of Darjeeling,9Buildingless SubCentre AAMs for Rs. 4.99 crores, 1IPHLfor
Rs. 1.25 crores and 1 CCB for Rs. 23.75 crores have been approved. Whereas in Kalimpong
district, 1IPHLof Rs. 1.25croreshave beenapproved.
15th Finance Commission (FC-XV): The Fifteenth Finance Commission (FC-XV) has
recommended grants through local governments for specific components of the heath sector to
the tune of Rs.70,051 crore. Under Fifteenth Finance Commission (XV-FC) Health Grants, for
the State of West Bengal, Rs.4318.63 Crore hasbeen approved for the period of 5 year from FY
2021-22 to FY 2025-26, for establishment/ strengthening of 1551 Building less SHCs, 80
Building less PHCs, 7 Building less CHCs, 341 Block Public Health Units, and 1584 Urban-
AAMs.
