Shri Abhishek Banerjee: Will the Minister of EDUCATION be pleased to state: (a) the number of institutions eligible, onboarded and actively using the One Nation One Subscription (ONOS) platform, State-wise and institution-category-wise; (b) the details of the number of registered users, active users, logins, full-text downloads and failed access attempts recorded under ONOS, institution-wise and publisher-wise; (c) the details of the amount paid or committed to publishers under the ONOS initiative, publisher- wise and year-wise; (d) the number of eligible institutions that have not been onboarded under ONOS, as well as the number of onboarded institutions that have recorded no usage along with the reasons therefor; and (e) whether the Government has conducted any audit to assess duplication with pre-existing institutional subscriptions, under-utilisation, access denial or disparities in usage between Central institutions and State universities under ONOS and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) & (b): The One Nation One Subscription (ONOS) scheme was launched in January 2025 for a period of three years. The scheme envisages country-wide access to scholarly research articles and journal publications to all Higher Educational Institutions (HEIs) of Central government, HEIs of State Government and Research & Development (R&D) Institutions of Central government. Details of institutions onboarded, registered users, full-text downloads state-wise and institution-category-wise and publisher-wise full-text downloads is available at https://www.onos.gov.in/ (c): The details of the amount paid to publishers under ONOS, publisher-wise and year-wise is given at Annexure.(d): All Higher Educational Institutions (HEIs) of Central government, HEIs of State Government and Research & Development (R&D) Institutions of Central government are eligible to access ONOS. The onboarding of these institutions is an ongoing process. As of now, 6,215 eligible institutions have successfully been onboarded under ONOS. To address issues such as dela in onboarding and lower usage, the Government of India, through the Information and Library Network Centre (INFLIBNET), has launched several initiatives to promote awareness and enhance utilisation of the scheme nationwide. These include conducting special lectures and organising webinars with nodal officers at the institutional level. In addition, offline awareness sessions have been delivered in collaboration with universities to reach institutions with limited digital access. To provide continuous support, INFLIBNET also regularly uploads Frequently Asked Questions (FAQs) to resolve queries and facilitate smoother adoption of ONOS. (e): The ONOS Scheme has integrated earlier initiatives of various Ministries and Departments, which previously subscribed to library consortia individually to provide access to research publications. This consolidation was undertaken to eliminate duplication of expenses and streamline access under a single comprehensive scheme. Access to ONOS is granted to eligible institutions possessing a unique AISHE code.
