(c) whether the Government has conducted any assessment of the digital infrastructure
readiness of rural healthcentres andprimaryhealthcarefacilitiesunder ABDM;
(d) if so, the detailsthereof;
(e) whether there are concerns raised by experts regarding data privacy, cybersecurity, or
misuse of citizens’ healthdata underthe ABDM ecosystem; and
(f) if so, the steps taken/proposed to be taken by the Government to address these concerns
andensure thatcitizens’data isprotectedunderthe framework of ABDM?

(a) & (b) The current status of the Ayushman Bharat Digital Mission (ABDM) across
variousstates includingTamil Nadu ismade available at Annexure-A.
(c) & (d) The infrastructure required for development of interoperable digital platform &
certain modules under ABDM has broadly been assessed and identified in line with the
objectives of ABDM. For administrative support, various policy frameworks such as
‘Health Data Management policy’, ‘Sandbox Guidelines’, ‘Health Information Provider
Guidelines’ etc. have been prepared and issued for smooth implementation of ABDM.
National Health Authority (NHA) provides necessary support including technical assistance
and training for all stakeholders to integrate their solutions under ABDM ecosystem.
ABDM is implemented in all States as a Central Sector Scheme under which States are
provided funds for supporting the humanresources deployed for implementation of ABDM,
capacity building of various stakeholders and IEC (information, education &
communication).
(e) & (f) ABDM ensures privacy by design so that health data is exchanged between the
intended stakeholders on ABDM network only after the patient’s consent. Also, there is no
centralised repository of health data. Before integrating with ABDM, digital health
applicationsarevalidatedinasandboxenvironmentandtheyalsoundergosecurityauditslike
WASA (Web Application Security Audit) ensuring that they are secure, protect sensitive
patient data, and comply with ABDM's Health Data Management policy, 2020. The Health
