Will the Minister of EDUCATION be pleased to state:
(a) the amount of funds allocated and released for Kasturba Gandhi Balika Vidyalayas (KGBVs)
during the last ten years in the country, State/UT-wise and year-wise;
(b) the details and the number of KGBVs that are operational and non-operational in the country
along with the number of girls enrolled therein during the last ten years, State/UT-wise and
category-wise (SC/ST/OBC/Minorities/General);
(c) the details of the steps taken by the Government to address the infrastructure challenges at these
KGBVs including the details of constitution of any committees, issue of guidelines, release of
special funds and action-taken reports in this regard during the last ten years; and
(d) the amount of fund(s) allocated to each KGBV in the country including the faculty recruitments,
sanctioned versus filled posts and hostel capacity during the last ten years, State/UT-wise?

(a) to (d): The Kasturba Gandhi Balika Vidyalayas (KGBVs) are residential schools for girls
belonging to Socio-Economically Disadvantaged Groups (SEDGs) such as Schedule Tribe, Schedule
Caste, Other Backward Class and others in Educationally Backward Blocks (EBBs). The objective of
the scheme is to ensure access to quality education for girls from SEDGs and reduce the gender gap at
the elementary to senior secondary level by setting up residential schools with boarding facilities.
In 2018-19, the KGBV component of SSA and the Girls’ Hostel component of Rashtriya
Madhyamik Shiksha Abhiyan (RMSA) were merged under Samagra Shiksha as KGBVs, bringing all
hostels under a single framework. Samagra Shiksha envisaged upgrading all KGBVs up to Class XII.
Samagra Shiksha supports creation of infrastructure and other basic facilities in Government
Schools. In this regard, Annual Work Plan and Budget (AWP&B) is prepared by the States and UTs
based on their requirements. These plans are then appraised/approved by Project Approval Board (PAB)
in consultation with the States and UTs as per the programmatic and financial norms of the scheme and
availability of budgetary resources. Based on the approved AWP&B, the Central Share under Samagra
Shiksha is released to the respective State/UT in lumpsum. Funds for KGBVs are released to States and
Union Territories as a component of Samagra Shiksha.
Education being in the concurrent list of the Constitution of India with majority of the schools
under the domain of the States and UTs. Therefore, the recruitment and other service matters of KGBV
teachers are under the domain of State/UT Governments and filling up of vacancies is a continuing
process. However, under Samagra Shiksha, States/UTs are supported for strengthening of infrastructure
in KGBVs such as classrooms, libraries, Toilets, Boundary Walls, Major Repairs, Drinking Water,
Paintings on School Walls, Supply of Furniture etc.
State-wise/UT-wise details of the amount of funds approved for Kasturba Gandhi Balika
Vidyalayas (KGBVs) from 2018-19 to 2025-26 are at Annexure-I.
State-wise/UT-wise details of the number of KGBVs approved and functional along with the
