(a) the number of Kasturba Gandhi Balika Vidyalayas (KGBVs) sanctioned/approved, operational
and under construction since 2019 till date, year-wise and State/UT including Punjab, Rajasthan
particularly in Karauli-Dholpur district;
(b) the details of total enrolment, dropout and retention rates of girls in KGBVs during the same
period, State/UT and year-wise;
(c) the details of the enrolment of Scheduled Caste (SC), Scheduled Tribe (ST) Other Backward
Classes (OBC) and Below Poverty Line (BPL) students in KGBVs across the country State/UT,
year-wise and category-wise;
(d) the extent of enrolment of girls belonging to SC, ST, OBC and BPL category in KGBVs in Karauli-
Dholpur district;
(e) whether the Government has identified any deficiencies in these schools and if so, the corrective
measures being taken in this regard;
(f) the details of the coverage and implementation of the KGBV scheme since its merger with the
Sarva Shiksha Abhiyaan to include classes 6 to 12;
(g) the details of average teacher-student ratio maintained in KGBVs in the country since 2019,
State/UT-wise; and
(h) whether any proposal is pending for setting up KGBVs in the tribal dominated district of Dausa in
the State of Rajasthan, if so, the details thereof and if not, the reasons therefor?

(a) to (h): The Kasturba Gandhi Balika Vidyalayas (KGBVs) are residential schools for girls
belonging to Socio-Economically Disadvantaged Groups (SEDGs) such as Schedule Tribe, Schedule
Caste, Other Backward Class, Economically Weaker Section of the society in Educationally Backward
Blocks (EBBs). The objective of the scheme is to ensure access to quality education for girls from
SEDGs and reduce the gender gap at the elementary to senior secondary level by setting up residential
schools with boarding facilities.The KGBV Scheme was launched in 2004-05 for Classes VI-VIII to provide residential
education for girls from ST, SC, OBC, Minority, and BPL communities. It was merged with the Sarva
Shiksha Abhiyan (SSA) with effect from April 1, 2007. Another scheme, titled “Construction of Girls’
Hostel in Secondary and Higher Secondary Schools” for Class IX-XII girls, was launched in 2009-10
and merged with Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in 2014.
In 2018-19, the KGBV component of SSA and the Girls’ Hostel component of RMSA were
merged under Samagra Shiksha as KGBVs, bringing all hostels under a single framework. Samagra
Shiksha envisaged upgrading all KGBVs up to Class XII. To streamline the existing and upgraded
KGBVs, these were categorised into four types, which are at present functional forms:-
Type I VI to VIII School+Hostel/ Only Hostel
Type II VI-X School+Hostel/ Only Hostel
Type III VI-XII School+Hostel/ Only Hostel
Type IV IX-XII Only Hostel
In order to improve the working of KGBVs and remove the deficiencies, various measures have
been taken like upgradation of all KGBVs upto Grade XII. Further, a structured training programme is
organized for KGBV wardens in collaboration with the National Institute of Educational Planning and
Administration (NIEPA). This initiative aims to strengthen the wardens’ capacity to manage resources
effectively and enhance their institutional and administrative skills, thereby fostering a safe and
supportive environment that promotes and improves quality education for girls.
Samagra Shiksha supports creation of infrastructure and other basic facilities such in
Government Schools. In this regard, Annual Work Plan and Budget (AWP&B) is prepared by the States
and UTs based on their requirements. These plans are then appraised/approved by PAB in consultation
with the States and UTs as per the programmatic and financial norms of the Scheme and availability of
budgetary resources. The States/UTs Government are regularly urged to address the deficiencies.
State-wise/UT-wise details of Kasturba Gandhi Balika Vidyalayas (KGBVs) approved and
functional as on 05.12.2025 including States of Punjab and Rajasthan are at Annexure-I.
As per information received from the State Government of Rajasthan, there are total 4 KGBVs
operational in Dholpur District, 6 KGBVs operational in Karauli District, 8 KGBVs operational in Dausa
District and no proposal is pending for setting up of KGBVs in Dausa district
