STATUS OF MSP PROCUREMENT

मं(cid:287)ी be pleased to state:
(a) whether the farmers face problems such as registration issues, quality standards,
procurement rules/process constraints and delays in timely payment for procurement of
wheat, paddy, bajra, and other crops on MSP in Hisar and Sonipat Lok Sabha
constituencies;
(b) if so, the details of the quantum of wheat, paddy, bajra, and other crops procured on
MSP, the number of farmers benefited and the average period of payment in Hisar and
Sonipat Lok Sabha constituencies during the last three years;
(c) whether any new system has been implemented by the Government to make the
procurement process simple, transparent more effective digitally time-bound and to ensure
prompt payment directly into the bank accounts of the farmers;
(d) if so, the details thereof including the benefits likely to accrue to the farmers; and
(e) the steps taken by the Government for the redressal of the farmers' grievances
related to the procurement rules and to enhance the capacity of procurement centres?

(a): As per the Government of Haryana, since 2020, the procurement of notified crops is
implemented in the State through the e-Kharid portal. The procurement process is robust,
efficient, and has been functioning smoothly. No significant technical issues were
encountered during procurement operations. Minor technical glitch is a part of every online
process which were resolved promptly through the dedicated State Helpdesk and technical
support teams to ensure the smooth conduct of procurement operations.(b): The details of the quantity of wheat, paddy, bajra and other crops procured at
Minimum Support Price (MSP), along with the number of farmers benefited in Hisar and
Sonipat Lok Sabha constituencies during the last three years is at Annexure.
(c) & (d): In recent years, digital initiatives have been introduced to strengthen
procurement process, to ensure direct payment of MSP into farmers' bank accounts
through Direct Benefit Transfer (DBT) and to integrate Aadhaar and land records with the
States' procurement portals so that the benefits of MSP procurement reach genuine
farmers in a transparent manner. In addition, adequate number of procurement centres,
including direct procurement centres as required, are established by the procurement
agencies in consultation with the State Governments to improve farmers' access to
procurement facilities. Further, Cash Credit Limits (CCLs) are made available to the Central
Nodal Agencies (CNAs) to ensure timely payment of MSP to the farmers. Regular
awareness and publicity campaigns are undertaken by the Central and State Governments
and Procurement Agencies to enhance farmers' awareness about MSP procurement
operations. Initiatives taken by FCI to strengthen procurement process include deployment
of biometric based procurement system and Integration of Digitized Mandi/Procurement
centre operation. Further, wide publicity is undertaken through print, electronic and social
media, public announcements and other communication channels to disseminate
information regarding procurement schedules, procurement centres and other relevant
aspects of procurement, thereby enhancing farmers' awareness and access to
procurement.
The procurement details for All India along with the MSP amount paid to the farmers
during the period 2014-2026 (up to June 2026) is furnished below:

(e): Procurement operations are continuously monitored and reviewed in coordination
with the concerned agencies to facilitate timely resolution of operational issues. For timely
redressal of farmers grievances related to procurement in Haryana State Help Desk
supported by dedicated technical support teams has been deployed. In addition, the
Government of India operates a Centralised Public Grievance Redress and Monitoring
system which is an online platform available to the citizens 24X7 to lodge their grievances
to the public authorities on any subject related to service delivery.Annexure
