STATUS OF NATIONAL MISSION ON HIGH YIELDING SEEDS

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) whether the National Mission on High Yielding Seeds was announced in the Union Budget
2025-26 with an initial outlay of ₹100 crore;
(b) if so, the reasons for the zero utilization of funds under this Mission according to the
revised estimates for the financial year 2025-26;
(c) whether no allocation has been made for the Mission in Budget 2026-2027;
(d) if so, the reasons for providing no budgetary allocation;
(e) the current status of the Mission's core objectives; and
(f) whether Government has shelved the Mission or merged it with any existing schemes
like the Sub-Mission on Seeds and Planting Materials?
ANSWER
THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE

(a) to (d): Yes, The Standing Finance Committee (SFC) memo of the National Mission on High
Yielding Seeds has been approved by Hon’ble Minister on 23.03.2026, hence the budget could not
be utilized during 2025-26 and no allocation has been made during 2026-27.
(e): Core-objectives of the Mission are:
(i) Strengthening the research ecosystem,
(ii) Targeted development and propagation of seeds with high yield, pest resistance and
climate resilience, and
(iii) Commercial availability of more than 100 seed varieties released since July 2024.
(f): Mission will be implemented independently.
