Will the Ministerof HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a)the current status of Neonatal Mortality Rate (NMR) andUnder-5 Mortality Rate (U5MR) in
the country, State/UTanddistrict-wise comparativedata for Jalgaon, Karnataka for Dakshina
Kannada, Konaseema, Hazaribagh and Ramgarh anddistricts under Bharatpur Parliamentary
Constituency;
(b) the specific measures undertaken bythe Government tofurther reduce the said rates inthese
districts inthe country,
(c) the district levelimplementation mechanisms inplace to ensure targeted intervention inhigh
-burden districts through strengthening institutional deliveries, Special Newborn Care Units
(SNCU), immunisationandnutritioninterventions;
(d) the keycomponentsandobjectives of the Rashtriya Bal Swasthya Karyakram (RBSK) being
implemented for early identification and intervention of the 4Ds—Defects at birth, Diseases,Deficiencies and Developmental delays in the country and its implementation status in
Jharkhand includingthe said districts;
(e) the details of the number of children screened and treated under the Programme during the
last five years, year,State/UTanddistrict-wise data for the said districts;
(f) the initiatives taken by the Government to strengthen early detection, referral and
management of health conditions under RBSK in the country, State/UT-wise, particularly in
Jharkhand andHazaribaghandRamgarhdistricts; and
(g) whether any dedicated referral linkages and follow-up mechanisms have been established at
the district levelinthe countryandif so, the detailsthereof?

(a) As per Sample Registration System (SRS) 2023 Report of Registrar General of India, the
NeonatalMortality Rate(NMR)is19per1000live birthsandUnder5Mortality Rate(U5MR)is
29per1000livebirthsatNationallevel.TheState/UTwisedetailsofNMRandU5MRisplaced
atAnnexureI.
(b) and(c)The Ministry ofHealthandFamilyWelfare(MoHFW) supportsinimplementation
ofReproductive,Maternal,Newborn,Child,AdolescentHealthandNutrition(RMNCAH+N)
strategyunderNationalHealthMission(NHM)basedontheAnnual ProgramImplementation
Plan(APIP)submitted by respective State/ UT.The detailsof interventionstoimprovehealth
outcome of the children all across the country including State of Maharashtra, Karnataka,
AndhraPradesh,JharkhandandRajasthan,areasfollows:
Promotion of institutional deliveries through cash incentive under Janani Suraksha
Yojana (JSY);
Under Janani Shishu Suraksha Karyakram (JSSK), pregnant mother and sick infants up
to one year of age are entitled to free treatment in public health institutions along with
the provision of free transport, diagnostics, medicines,bloodandconsumables;
Establishment of Neonatal Intensive Care Units (NICUs)/Special Newborn Care Units
(SNCU) and Newborn Stabilization Units (NBSUs) at district and sub-district level to
provide specializedcare tosick andsmall babies;
Home Based Newborn Care (HBNC) and Home Based Care of Young Child (HBYC)
providedbyASHAs toimprove childrearing practices;
Mothers’ Absolute Affection programme (MAA) to promote early initiation and
exclusive breastfeedingfor first six months;
Promotion of ORS and Zinc for management of diarrhoea in children under STOP
Diarrhoea Campaign;
Early screening, identification and management of pneumonia under Social Awareness
andActions toNeutralize Pneumonia Successfully(SAANS); Under Universal Immunization Programme, provision of 11 vaccines to protect children
against 12vaccine-preventable diseases;
In addition, Rashtriya Bal Swasthya Karyakram (RBSK) provides child healthscreening
and early intervention services for defects, diseases, deficiencies and delays to improve
the qualityof survival.
(d) Rashtriya Bal Swasthya Karyakram (RBSK) is a program under the National Health
Mission for early identification andmanagement of 4Ds- Defect at birth,Diseases, Deficiencies
and Developmental delays among children from birth to 18 years. Children diagnosed with
identifiedhealth conditionsare providedearlyinterventionservices andfollow-up care.
The majorcomponentsof RBSKare asfollows:
i. Comprehensive newborn screening at delivery points to screen birth defects of the
newborn.
ii. Community screening for children in the age group 0-18 years of age by Mobile
HealthTeam.
a) At the Anganwadi (Twicea year)
b) At Government schools (once a year)
iii. Screening of the children by the ASHA through the Home based New born care
program asa part of EarlyChildhood Development(Home visit).
iv. Therapeutic management of the identified children at the District Early Intervention
Centres(DEIC) andTertiarycare centres.
(e) As reported by States/UTs, 7492.25 lakh children have been screened, and 401.74 lakh
children have been provided secondary/tertiary care during the last five years. State/UT wise
detailsare placed at Annexure II andIII.
(f) The Ministry of Health and Family Welfare (MoHFW) supports the States/UTs through
technical and financial guidance based on Annual Programme Implementation Plans (APIP)
submitted by State/UTs. For effective implementation of RBSK across India, including
Jharkhand andHazaribaghandRamgarhdistricts,the programismonitoredbyMoHFWthrough
review of quarterly reports, field visits, periodic meetings with State Nodal Officers, and
Common ReviewMissions(CRM).
(g) Under RBSK, asreportedbyStates/UTs 453District EarlyInterventionCentres (DEIC) are
made functional at the district level. Multitude of services are provided by a team of skilled
health professionals at DEIC. These centers facilitate as referral linkages for tertiary-level
healthservices. State/UT-wise details are givenat Annexure IV.
