Shri Ajay Bhatt: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of the schemes implemented for skill development of youth in the country and the funds allocated and utilized for each of the said schemes during the last one year and the current year; (b) the details of the training institutes currently running under these schemes in Pauri, Almora, Nainital and Rudrapur Dehat districts of Uttarakhand, location wise; (c) the number of persons who have been provided training in the country, State-wise; (d) the details of the persons provided training by the Rural Self Employment Training Institutes (RSETI) during the last two years and the current year; and (e) whether any loan/financial assistance has been provided to these groups/institutes during the said period, if so, the details thereof, State-wise including Uttarakhand? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Under the Government of India’s Skill India Mission (SIM), ministries provide skill, reskill, and upskill training through multiple schemes designed to address diverse demographic and economic needs, all implemented under common norms. The Ministry of Rural Development implements the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETIs) under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) Page 1 of 9to promote wage employment, self-employment, and entrepreneurship among rural poor youth, with a mandate of achieving at least 70% placement or settlement of trained candidates. The Ministry of Skill Development and Entrepreneurship implements skill development initiatives such as Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and the Craftsman Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) across the country. A brief on the Schemes are as under:- I. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY): DDU-GKY is a placement-linked skill development program for rural poor youth in the age group of 15-35 years. It empowers the rural poor youth with employable skills and facilitates their participation in regular labour markets, thus providing them with jobs having regular monthly wages at or above the minimum wages. DDU-GKY guideline provides social inclusion of SC/ST (50%), Women (33%), and PwDs (5%). II. Rural Self Employment Training Institutes (RSETIs): The programme is implemented through a three-way partnership between the Ministry of Rural Development, Sponsor Banks and State/UT Governments, with a provision to establish one RSETI in each district, managed by the Lead Bank, with ₹2 crore assistance for infrastructure and 100% training cost for rural poor youth funded by Ministry of Rural Development (MoRD). RSETIs provide short-term, demand-driven training programmes aligned with the National Skills Qualification Framework (NSQF) for rural youth in the 18–50 years age group, with emphasis on social inclusion. The institutes also facilitate credit linkage with banks and provide handholding support to trainees for up to two years after completion of training to help them establish and sustain self-employment ventures. Pradhan Mantri Kaushal Vikas Yojana (PMKVY): PMKVY Scheme is for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country IV. Jan Shikshan Sansthan (JSS) : The main target of the JSS is to impart vocational skills to the non-literates, neo-literates and the persons having rudimentary level of education and school dropouts upto 12th standard in the age group of 15-45 years, with due age relaxation in case of “Divyangjan” and other deserving cases. Priority is given to Women, SC, ST, OBC and Minorities in the rural areas and urban low-income areas. V. National Apprenticeship Promotion Scheme (NAPS): This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financial support for payment of stipend to apprentices. Training consists of Basic Training and On-the Job Training / Practical Training at workplace in the industry. VI. Craftsmen Training Scheme (CTS): This scheme is for providing long-term training through Industrial Training Institutes (ITIs) across the country. The ITIs offer a range of vocational/skill training courses covering a large number of economic sectors with an objective to provide skilled workforce to the industry as well as self employment of youth. Under JSS scheme, funds are released to Non-Governmental Organizations (NGOs) directly. Under NAPS, stipend support up to Rs 2025- 140.35 111.81 415.04 1500/- per month is released to 26 apprentices through DBT and not to the establishments covered. Day to day administration as well as financial control in respect of CTS scheme implemented through ITIs lies with the respective State Government/UT Administration. The Skill India Mission (SIM) aims at enabling youth of India to get future ready, equipped with industry relevant skills.
