SHRI B K PARTHASARATHI: पे(cid:282)ो(cid:871)लयम और (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the number of Strategic Petroleum Reserve (SPR) facilities approved and currently operational in the country, along with the details indicating the year of approval and commissioning status, State/UT-wise; (b) the details of the storage capacity of each SPR facility, including the current utilisation level, wherever available, State/UT-wise; (c) the details of the bilateral partnerships, international collaborations or agreements entered into by the Government for the development, expansion, operation, financing or utilisation of SPRs in the country, indicating the partner countries/entities and the broad scope of such cooperation; (d) the details of funds allocated, sanctioned and released for the development and expansion of SPR facilities, project-wise and year-wise; (e) whether the Government proposes to expand further the SPR capacity in the country and if so, the details thereof including the new locations under consideration, proposed additional capacity and the timeline for their completion; and (f) the expected outcomes and targets proposed to be achieved through the expansion of SPR infrastructure? ANSWER पे(cid:282)ो(cid:871)लयम और (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ालय म(cid:581) रा(cid:207)यमं(cid:287)ी ((cid:302)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) & (b) Government of India (GoI), through a Special Purpose Vehicle called Indian Strategic Petroleum Reserve Limited (ISPRL), has established Strategic Petroleum Reserves (SPR) facilities with total capacity of 5.33 Million Metric Tonnes (MMT) of crude oil at three locations in Phase-I namely (i) Vishakhapatnam (1.33 MMT), (ii) Mangaluru (1.5 MMT) and (iii) Padur (2.5 MMT) capacity. The construction and commissioning of these caverns in Phase-I was completed between 2016 and 2018. The quantity of crude available in the caverns is dynamic depending on the prevailing market conditions.(c) ISPRL and Abu Dhabi National Oil Company (ADNOC) of UAE has entered into an agreement permitting ADNOC to use Cavern-A with 750 Thousand Metric Tonnes (TMT) capacity at Mangalore. Further, a non-binding Memorandum of Understanding (MoU) on Strategic Collaboration between ISPRL and ADNOC has also been signed. (d) to (f) In July 2021, Government had also approved the establishment of two additional commercial-cum-strategic petroleum reserve facilities in Phase-II with total storage capacity of 6.5 MMT in Odisha (4 MMT) and Karnataka (2.5 MMT). No Government Budgetary Support was provided for development and construction of SPR facilities under Phase-I. For development of SPR facilities under Phase-II, a Public Private Partnership model is envisaged with a total project cost of Rs. 14,527 crores with the Viability Gap Funding (VGF) by Government capped at 60% of the total project cost. Further, assessment of new sites for establishment of additional SPRs is a continuous process. ***
